Oktober-Ausgabe des Newsletters des Zentrum für Integrationsstudien finden Sie aktuelle Informationen zu folgenden Themen:

Sehr geehrte Damen und Herren,
liebe Freunde und Freundinnen des ZfI,
heute, gut eine Woche nach der Bundestagswahl, ist die Notwendigkeit für
ein Zentrum für Integrationsstudien in Dresden und in Sachsen noch
offensichtlicher als zum Zeitpunkt seiner Gründung am 30. September
2016, vor fast genau einem Jahr. Man fragt sich, was geht vor in den
Parallelgesellschaften von Facebook und Co? Wie lässt sich erklären,
dass eine Partei demokratisch legitimiert in den Bundestag einzieht,
deren Repräsentant*innen befürworten, flüchtende Menschen eher zu
erschießen, als sie die Grenze überqueren zu lassen und die
öffentlich zur Jagd auf oder zur Entsorgung von Menschen aufrufen?
Was befördert diese Dynamik der zunehmenden sprachlichen und
körperlichen Gewalt gegen vermeintlich Andersdenkende,
Andersgläubige, Anderssprechende, Andersaussehende, Anders...? Was
hält sie auf und was wirkt ihr entgegen? Diesen Fragen wird sich das
ZfI künftig gemeinsam mit seinen Kooperationspartner*innen gerade
hier in Sachsen noch intensiver zuwenden müssen.
Wir
blicken auf ein ereignisreiches Jahr zurück, in dem das ZfI
erstaunliches geleistet hat. Dank des unermüdlichen Engagements der
Gründer*innen und vor allem der, das Zentrum tragenden
Nachwuchsforschungsgruppe hat sich das ZfI in kürzester Zeit mit
vielen Partnern in Stadt und Region und darüber hinaus vernetzt,
sind viele Projektinitiativen im Bereich Forschung und Transfer
angestoßen worden und haben eine Reihe von Veranstaltungen, unter
anderem der 1. Fachtag ‚Deutsch von Anfang an für Geflüchtete
fördern‘, die Ringvorlesung 'Europa im Fluss', die internationale
Konferenz 'Taboo and Transgression' die migrationsgesellschaftliche
Debatte an der TU Dresden, in der Stadt und weit darüber hinaus
produktiv befeuert.
In diesem Newsletter erfahren Sie mehr über die Aktivitäten des
ZfIs der vergangenen drei Monate, wie etwa die Summer School
‚Vocational Integration‘ und die noch laufende Veranstaltungsreihe ‚Migration-Stadt-Bildung‘. Zudem verraten wir Ihnen, was wir für die
nächsten Monate geplant haben und laden Sie wie immer herzlich ein,
an den geplanten Veranstaltungen teilzunehmen und die Informationen
darüber weiterzutragen. So wird es Sie sicherlich interessieren,
dass die am ZfI angesiedelte Refugee Law Clinic Dresden im Oktober
ihre Beratungstätigkeit aufnehmen und Geflüchteten kostenfreie
Beratung durch Ehrenamtliche anbieten kann, das Projekt ‚Courage:
Wissen, Sehen, Handeln!‘ mit einem umfangreichen Vortrags- und
Kulturprogramm im Oktober startet, der erste Band der
‚Praxismaterialien des Zentrums für Integrationsstudien‘ zu ‚Deutsch
von Anfang an für Geflüchtete fördern‘ veröffentlicht wurde, und
welche neuen Projekte im Kreis des ZfI-Netzwerkes in den letzten
Monaten entstanden sind.
Bevor ich Ihnen eine anregende Lektüre wünsche, erlauben Sie mir
noch auf personelle Veränderungen am ZfI hinzuweisen. Prof. Dr.
Joachim Scharloth musste leider aus dem Vorstand ausscheiden. Er
verlässt die TU Dresden, um einem Ruf nach Tokio zu folgen. Wir
gratulieren ihm herzlich zu seinem Ruf und freuen uns auf künftige
Kooperationen mit Tokio. Neues Mitglied im Vorstand ist Prof. Dr.
Stefan Horlacher, der die Professur für Englische
Literaturwissenschaft innehat. Wir freuen uns auf neue inhaltliche
Impulse und die Zusammenarbeit mit ihm. Dr. Sara Hägi-Mead, die
bisherige Leiterin des ZfI ist einem Ruf an die Uni Wuppertal
gefolgt, wo sie die Professur für ‚Mehrsprachigkeit in der Schule‘
übernommen hat. Wir gratulieren ihr herzlich zu diesem Erfolg,
danken ihr für ihr Engagement bei der Etablierung des ZfI und die
gute Zusammenarbeit. Wir freuen uns besonders darüber, dass sie uns
in Form von Projektkooperationen weiterhin erhalten bleibt. Mit
ihrem Ausscheiden und der damit verbundenen Vakanz der
ZfI-Leitungsstelle erklärt sich, warum ich das Editorial für diesen
Newsletter schreibe. Der Vorstand hat mich bis zur Neubesetzung mit
der Leitung des ZfI betraut; eine Aufgabe, die ich sehr gerne
übernehme und mich freue, aktiv an der Weiterentwicklung des
Zentrums mitwirken zu können.

In der Rubrik „Berichte“ werden wichtige vom
ZfI durchgeführte Veranstaltungen des vergangenen Quartals
besprochen.
Summer School zu „Vocational Integration in
Post-Migrant Society“ hat erfolgreich stattgefunden
 Doktorand*innen
und Postdoktorand*innen aus 16 verschiedenen Ländern haben an der
internationalen Summer School des Bereichs Geistes- und
Sozialwissenschaften zum Thema „Vocational Integration in
Post-Migrant Society“ vom 3.-7.7.2017 teilgenommen, die unter der
Federführung des Zentrums für Integrationsstudien konzipiert und
organisiert wurde.
Thematisch setzte sich die Summer School mit dem
Themenfeld der Arbeitsmarktintegration auseinander, diskutierte
Praktiken und Konzepte der Integration über Ausbildung und Arbeit
mit besonderem Fokus auf die (Weiter-)Entwicklung von Strukturen und
Prozessen beruflicher Bildung und Beschäftigung unter den
Bedingungen von Diversität und Transkulturalität. Das Themenfeld von
Integration und Arbeit wurde dabei aus interdisziplinärer (d.h. aus
erziehungs-, sprach-, wirtschaftswissenschaftlicher sowie
soziologischer) Perspektive betrachtet, mit dem Ziel neue Synergien
für eine innovative Forschungszusammenarbeit zu gewinnen. Das
Programm, das aus Vorträgen, Workshops und Projektarbeit bestand,
präsentierte und diskutierte aktuelle Forschungsprojekte und
offenbarte Bedarfe für zukünftige Forschungen. Konsens bestand
darin, dass das komplexe Thema der Arbeitsmarktintegration v.a.
multiperspektivischer und interdisziplinärer Zugänge benötige, um
die in Bezug auf die Eingliederung von Migrant*innen relevanten
Strukturen und Wirkweisen des Arbeitsmarktes, die nötigen Maßnahmen,
die Anforderungen an pädagogische Einrichtungen und Lehrkräfte, aber
auch für die individuellen Lebenswelten und Bedürfnisse der
Arbeitnehmer*innen zu verstehen.
2. FaDAFF - Deutsch für Geflüchtete von Anfang an
„Wenn Laute fremd sind, wenn Worte verwirren, wenn Sätze
verstummen, wenn Schrift merkwürdig erscheint […]“ Am 23.
September 2017 fanden sich Akteur*innen der Spracharbeit zusammen, um am
von Rico Ehren und Ann-Kathrin Kobelt (Zentrum für
Integrationsstudien) organisierten zweiten Fachtag Deutsch für
Geflüchtete von Anfang an in einen gelungenen Austausch
miteinander zu treten. Wissen und Erfahrungen wurden geteilt, neue
Netzwerke aufgebaut und bereits bestehende vertieft. Im
Eröffnungspanel (s. Bild) mit vorangehender Begrüßung, Dank und
einem Grußwort des Staatssekretärs für Wissenschaft und Kunst
(Sachsen) reagierte je eine Panelrednerin/ ein Panelredner mit einem
kurzen Input auf den Eröffnungsvortrag aus der Fachwissenschaft
Deutsch als Fremd- und Zweitsprache. Die im Panel begonnenen
Diskussionen, Erfahrungsberichte, Fragen und Antworten wurden in den
neun darauffolgenden thematisch auf den ersten Fachtag dieser Art
(Initiatorin: Dr. Anja Centeno García) reagierenden und in
Tandemmoderation geleiteten Workshops vertieft. Anschließend hatten
die Teilnehmenden in einem so genannten Markt der Möglichkeiten
die Gelegenheit, sich gemäß den eigenen Interessen über die Themen
und Resultate der nicht besuchten Workshops zu informieren und die
Verlagsstände zu besuchen. Den Abschluss des Fachtages bildete ein
Abschlussplenum mit Workshop-Präsentationen im Pecha Kucha-Format
sowie ein gemeinsames Abendessen.
Neue Publikationsreihe des Zentrums für
Integrationsstudien
Band 1 der Reihe "Praxismaterialien des Zentrums für
Integrationsstudien" ist erschienen. Die Reihe versammelt Beiträge
im Kontext der anwendungsorientierten Vermittlung von Forschungs-,
Lehr- und Veranstaltungsprojekten des Zentrums für
Integrationsstudien an der TU Dresden, zum Teil in Kooperation mit
Praxispartnern. Der erste Band der Autorinnen Ann-Kathrin Kobelt und
Anja Centeno Garcia „Deutsch von Anfang an für Flüchtlinge fördern“
widmet sich DaF-Angeboten für Geflüchtete im Spannungsfeld von
Theorie und Praxis, Institut und Ehrenamt und dokumentiert den 1.
Fachtag DAFF vom 26. August 2016. Der Band ist open access
erschienen und kann gratis
hier bezogen werden.
Refugee Law Clinic Dresden
 Ein
Jahr nachdem die ersten studentischen Teilnehmer*innen ihre
Ausbildung zu Rechtsberater*innen im Asyl- und Aufenthaltsrecht
begonnen und erfolgreich abgeschlossen haben, kann nun endlich die
ehrenamtliche Beratung für geflüchtete Menschen beginnen.
Ab Mitte
Oktober wird ein Team aus 18 Studierenden an drei unterschiedlichen
Standorten in Dresden ehrenamtliche Rechtsberatung anbieten.
Auf dem
Gelände der TU Dresden im Bürogebäude Zellescher Weg, sowie in
Räumlichkeiten des Migrantenprojekts „Wir sind Paten“ in Dresden
Johannstadt werden die Berater ab der 42. KW wöchentlich zu
folgenden Zeiten anzutreffen sein:
Donnerstags, 16:00 – 19:00 Uhr,
Zellescher Weg 17, TU Dresden
Mittwochs, 15:00 – 18:00 Uhr,
Stephanienplatz 2, Dresden Johannstadt
Zudem ist geplant, jeden
zweiten Montag Rechtsberatung (Beginn ebenfalls in der 42. KW)
speziell für geflüchtete Frauen im Beratungs- und Kulturzentrum
*sowieso* des Frauen für Frauen e.V. anzubieten.
Parallel zum
Beratungsbeginn wird ein neuer Ausbildungszyklus von
Rechtsberater*innen an der TU Dresden starten. Etwa 30 Studierende
werden ab dem Wintersemester 2017/18 die Möglichkeit haben,
grundlegende Kenntnisse im Asyl- und Aufenthaltsrecht zu erwerben,
um nach Abschluss des einjährigen Lehrgangs mit dem erlangten Wissen
geflüchtete Menschen in Deutschland effektiv unterstützen zu können.
Im ersten Semester besuchen die Teilnehmer*innen eine Vorlesung zu
den Grundlagen des Asyl- und Aufenthaltsrechts von Rechtsanwältin
Elena Bogdanzaliew. Zusätzlich gibt Dr. Moritz Gies ein Tutorium zum
materiellen Flüchtlingsrecht und Asylverfahren.
In den
Semesterferien absolvieren die Studierenden ein Praktikum in
Einrichtungen, die in der Rechtsberatung tätig sind. Das zweite
Semester wird die im ersten Semester erlangten Kenntnisse und die
gesammelte praktische Erfahrung, durch verschiedene Workshops
vertiefen und erweitern. Studierende, welche sich für das
Ausbildungsprogramm im Wintersemester 2017/18 interessieren, können
am Mittwoch, den 11.10.2017 die Informationsveranstaltung um 14:50
Uhr im Gerberbau der TU Dresden im Raum 054 besuchen.
IDA sucht Unterstützung fürs neue Semester
 Mit
tatkräftiger Unterstützung unserer Ehrenamtlichen konnten wir im
letzten Semester unsere Aktivitäten erfolgreich gestalten. Dafür
möchten wir allen Deutschlehrer*innen, Hausaufgabenhelfer*innen,
Buddies und Interessierten nochmal ein großes DANKESCHÖN
aussprechen. Ein Highlight war für uns der 2. Platz beim
Welcome-Preis des DAAD, der uns zeigt, dass wir mit unseren
Angeboten auf dem richtigen Weg sind. Daran möchten wir auch im
nächsten Semester anknüpfen. Auch in Zukunft werden wir weiter in
Erstaufnahme- und Übergangseinrichtungen mit niedrigschwelligen
Deutschkursen präsent sein, hier suchen wir noch dringend nach
Freiwilligen, die Lust haben, uns zu unterstützen. Außerdem werden
wir unseren Hausaufgabentreff aufgrund der sehr guten Resonanz
künftig drei Mal pro Woche anbieten. Auch eine Erweiterung um
fachspezifische Sprachlernangebote ist geplant. Das Buddyprogramm,
die Arabisch- und Persischsprachkurse von Geflüchteten und die
Veranstaltungsreihe werden wie gewohnt in die nächste Runde gehen.
Zusätzlich laden wir Interessierte ein, einmal im Monat mit uns und
Geflüchteten zu kochen und kulinarische Köstlichkeiten aus aller

Die Rubrik „Forschung“ stellt ein aktuelles am ZfI bearbeitetes
Forschungsprojekt vor und gibt Einblicke in aktuelle
Forschungsfragen.
Projekt "Bedarf Integrationsgesetz"
Das ZfI wurde vom Sächsischen Staatsministerium für Soziales und
Verbraucherschutz, Geschäftsbereich Gleichstellung und Integration
beauftragt, ein Gutachten zu erstellen, das den Bedarf, die
Voraussetzungen und die Umsetzungsmöglichkeiten für ein
Integrationsgesetz im sächsischen Kontext prüft. In NRW, Berlin,
Baden-Württemberg und zuletzt in Bayern sind bereits
Landesintegrationsgesetze in Kraft. Zwar liegt in Sachsen der Anteil
der ausländischen Einwohner*innen mit 3,9 Prozent (2015) deutlich
unter dem Bundesdurchschnitt von 10,5 Prozent liegt. Dennoch gibt es
in den Ballungsräumen um Leipzig, Chemnitz und Dresden deutlich mehr
Ausländer*innen. In den letzten Jahren hat sich zudem die
Zusammensetzung Zuwander*innen geändert. So prägen spätestens seit
2011 Asylsuchende die Zuwanderung nach Sachsen. Solche Entwicklungen
machen politische Konzepte für ein friedvolles und chancengerechtes
Zusammenleben erforderlich. Hier sind Aufnahmegesellschaft und
Politik gefragt. Das Sächsische Zuwanderungs- und
Integrationskonzept (ZIK) der Landesregierung stellt bereits eine
wichtige Grundlage dar. Allerdings ist es 2012 vor dem Hintergrund
einer erheblich geringeren Anzahl von Zuwanderer*innen verfasst
worden und mit einem Schwerpunkt auf dem Zuzug und der Integration
von ausländischen Fachkräften. Wenngleich Fachkräftemangel und
Arbeitsmarktintegration nach wie vor von großer Bedeutung für
Sachsen sind, hat sich das Spektrum der landespolitischen
Integrationsmaßnahmen deutlich erweitert. Aus juristischer,
politikwissenschaftlicher und erziehungswissenschaftlicher
Perspektive hat das ZfI mit Expert*innen der TU Dresden und der
Universität Leipzig ein Gutachten erarbeitet. Der Bericht beurteilt
die rechtlichen Grundvoraussetzungen und Rahmenbedingungen eines
Landesintegrationsgesetzes. Es werden zentrale Leitbilder der
bisherigen Integrationspolitik identifiziert und deren Umsetzungen
in den bestehenden Landesintegrationsgesetzen analysiert. Weiterhin
erfolgt eine Auseinandersetzung mit der Frage, welcher Zugang mit
welchen damit verbundenen Wirkungen die bisherigen
Integrationsgesetze zum Regelungskontext Bildung gefunden haben.
Schließlich werden konkrete Bedarfe für zentrale Handlungsfelder
einer zeitgemäßen Integrationspolitik erörtert. Bei der
abschließenden Bewertung, inwieweit und in welcher Form sich die
Verabschiedung eines Integrations- bzw. Partizipationsgesetzes als
sinnvoll erweist, wird weder der Anspruch erhoben, alle
integrationspolitisch relevanten Handlungsfelder abzudecken, noch
die thematisierten Problembereiche vollständig auszuleuchten. Im
Auftragszusammenhang erwies sich ein exemplarisches Herangehen als
notwendig.

Am Zentrum für Integrationsstudien sind Forscher*innen aus allen
fünf Fakultäten des Bereich Geistes- und Sozialwissenschaften der TU
Dresden und darüber hinaus beteiligt. Nachrichten aus diesem
Netzwerk werden in dieser Rubrik zur Verfügung gestellt.
Grundwortschatz Deutsch als Open Access-Publikation
Ein Team aus Wissenschaftlern der TU Dresden und der Waseda
Universität in Tokyo hat unter basic-german.com den ersten Grundwortschatz für
Deutschlernende unter einer Creative Commons Lizenz veröffentlicht.
Prof. Saburo Okamura, Prof. Willi Lange (beide Waseda
Universität, Tokyo) und Prof. Joachim Scharloth (TU Dresden) haben
mit korpusgeleiteten Methoden die 10.000 häufigsten, stabilsten und
produktivsten Wörter der deutschen Sprache ermittelt und die top
2.000 Lexeme grammatikalisch beschrieben. Auch typische
Sprachgebrauchsmuster (Kollokationen und typische Phrasen) wurden
korpuslinguistisch bestimmt.
Der Online-Grundwortschatz ermöglicht auch ein Lernen in
Netzen. So kann der Wortschatz über Themen-, Wortfamilien- und
Klangassoziationen erschlossen werden, die auf der Website als
interaktive Graphen visualisiert sind.
Das Projekt wird von der Japanese Society for the Promotion of
Science gefördert.

Projekt "mitreden.DD"
Die neue Dialogreihe der Volkshochschule Dresden (VHS) rückt gesellschaftlich relevante Themen
in den Fokus und fordert zum Mitreden auf. In kleinen Gruppen gibt
es jede Menge Gelegenheit, Fragen zu stellen und Antworten zu
bekommen. Oder einfach mal seine Meinung zu sagen – dann aber auch
Echo und Gegenrede auszuhalten.
Ziel ist es, Dialog zu ermöglichen, Austausch auch mit
Andersdenkenden zu pflegen und das Miteinanderreden zum Erlebnis
werden zu lassen.

Projekt "Interkulturelle Bildungslandschaft"
„Interkulturelle Bildungslandschaft“ ist ein Projekt zur
Vernetzung von Migrantenselbstorganisationen (MSOs) und
Kindertageseinrichtungen (Kitas) in Dresden und Umgebung in
Kooperation mit dem Zentrum für Integrationsstudien.
Die Projektidee ist eine Zusammenarbeit zwischen diesen beiden
Organisationen im Bereich der frühkindlichen Erziehung, da ihre
Notwendigkeit in der heutigen Gesellschaft deutlich gestiegen ist.
Die Öffnung von Kitas und MSOs füreinander ist eines der Hauptziele
des Projektes „Interkulturelle Bildungslandschaft“. Für Kitas bietet
sie unter anderem eine Möglichkeit, zugewanderte Menschen besser
kennen und verstehen zu lernen, für MSOs kann sie eine stärkere
Teilhabe an Integration bedeuten.
Die Zielgruppen in diesem Projekt sind unmittelbar
Trägervertreter*innen, Leitungen und Erzieher*innen aus
Kindertageseinrichtungen und Migrantenorganisationen, mittelbar
Kinder und Familien mit Migrationshintergrund und pädagogische
Fachkräfte mit Migrationshintergrund.

Courage – wissen, sehen, handeln!
Zwischen Oktober und Dezember 2017 findet das Projekt „Courage –
wissen, sehen, handeln!“ an der TU Dresden statt. In Workshops,
Vorträgen und kulturellen Veranstaltungen wird der Frage
nachgegangen, wie man Rassismus, Menschenfeindlichkeit und
Diskriminierung begegnen kann und auf Möglichkeiten aufmerksam
gemacht, Ausgrenzungsphänomene zu erkennen, abzubauen und zu
verhindern. Während sich die Workshops diesem Problemfeld praktisch
nähern, geben die Vorträge einen theoretischen Einblick in die
Thematik.
Das
kulturelle Programm findet in Kooperation mit verschiedenen
Institutionen und Vereinen der Stadt Dresden statt und nähert sich
dem Problemfeld auf unterschiedlichste Art und Weise. Darüber hinaus
wird es eine „Bürgersprechstunde“ in Zusammenarbeit mit den
Dresdnern Verkehrsbetrieben geben, in der die Bewohner der Stadt
Dresden die Möglichkeit erhalten, Fragen an Dozenten der TU
Dresden, aber auch an Leute aus der Praxis zu richten. „Courage“
wird vom Zentrum für Integrationsstudien un der Kontaktstelle "We
Care" in enger Zusammenarbeit mit
dem Zentrum für Weiterbildung organisiert. Weitere Informationen zu

Internationale Tagung „Gemeinschaft Neu Denken/Re-Thinking
Community“
Die Frage, wie wir zusammen leben wollen, ist angesichts wachsender
Migrationsströme und eines zeitgleich zu beobachtenden weltweiten
Erstarkens ethno-nationalistischer Bestrebungen hochaktuell. Die
internationale und interdisziplinäre Tagung „Gemeinschaft Neu
Denken“ lädt erstmals namhafte lokale, nationale und internationale
Forscher*innen und Aktivist*innen dazu ein, das in den Geistes- und
Sozialwissenschaften vorhandene Wissen zu Mechanismen und Dynamiken
der Gemeinschaftsbildung zu bündeln sowie darüber hinaus
Perspektiven für ein respektvolles und friedliches Zusammenleben mit
Anderen und Fremden ungeachtet von Ethnie, Religion, Hautfarbe,
Geschlecht und Alter zu entwickeln. Dabei verbindet „Gemeinschaft
Neu Denken/Re-Thinking Community“ die theoretisch-wissenschaftliche
Reflexion des Gemeinschaftsbegriffs mit der Vorstellung konkreter
Projekte, die zeigen, wie Gemeinschaft in Dresden, in Deutschland
und darüber hinaus auf verschiedene Weise neu gedacht und gelebt
werden kann.
Die Tagung wird durch eine Lesung mit Marica Bodrožić im
Literaturhaus Villa Augustin (Antonstraße 1, 01097 Dresden)
begleitet. Marica Bodrožić wird am 26.10.2017 ab 19:30 Uhr aus ihrem
mit dem Literaturpreis der Konrad-Adenauer-Stiftung ausgezeichneten
Roman Mein weißer Frieden lesen.
„Gemeinschaft Neu Denken/ Re-Thinking Community“ ist öffentlich und
für alle Interessent*innen kostenfrei zugänglich.
Die Tagungssprachen sind Deutsch und Englisch; Übersetzungshilfen
werden angeboten. Die Tagung findet mit freundlicher Unterstützung
der Fritz Thyssen Stiftung und Weiterdenken – Heinrich-Böll-Stiftung
Sachsen sowie in Kooperation mit der Sächsischen Landeszentrale für
politische Bildung statt.

Ringvorlesung „Machtvolle Sprache(n)“
Gesellschaftliche Machtverhältnisse sind konkret und realisieren
sich in unmittelbaren Beziehungen zwischen Menschen. In jeder
Interaktion zwischen Menschen spielen Machtasymmetrien, Hierarchien,
Privilegien, Status, Dominanzkultur und Marginalisierung eine Rolle.
Was das in Bezug auf Sprache(n) bedeutet, ist Thema einer
interdisziplinären und internationalen Ringveranstaltung des
Lehrstuhls Deutsch als Fremdsprache der TU Dresden in Zusammenarbeit
mit dem ZfI. Zur angesprochenen Zielgruppe gehören u.a. (angehende)
Lehrer*innen und Erzieher*innen, die zu den Personen gehören, die im
Verhältnis zu Kindern und Jugendlichen an Macht überlegen sind und
deren Wertvorstellungen und Normorientierungen sich als sehr
einflussreich erweisen. Macht zeigt sich u.a. in der Verwendung von
und im Umgang mit Sprache(n). Aus diesem Grund erscheint es
wichtig, sich selbst gerade im pädagogischen Kontext als sprachlich
Handelnde zu reflektieren. Die Perspektiven und Fachdisziplinen, aus
der heraus das geschieht, gehen bewusst über Germanistik, DaF/DaZ und
Kulturwissenschaften hinaus und beziehen politische und
mathematische Bildung, biblische Theologie, Slavistik,
Migrationspädagogik und Erziehungswissenschaft ein. Die
Veranstaltung ist so angelegt, dass der Reflexion viel Platz
eingeräumt wird: In jeder Sitzung gibt es zwei Inputvorträge à 45
Minuten, weitere 45 Minuten stehen dann für die Diskussion zur

Call for Paper „Identität und Wissen in
Migrationsgesellschaften“ für Nachwuchskolloquium des Zentrums für
Integrationsstudien
Migration ist ein Normalfall in der Geschichte und Gegenwart aller
Gesellschaften und ein sie konstituierendes Element. Im Zuge
verstärkter Globalisierungsprozesse wird Migration sichtbarer und
Thema der gesellschaftlichen Selbstverhandlung. Wie sich Wissen und
Identität als Kategorien dieser Verhandlung zueinander verhalten,
und dies vor allem in Migrationsprozessen, ist Thema des
interdisziplinären Nachwuchskolloquiums des Zentrums für
Integrationsstudien, das am 11./12. und 18./19. Juni 2018
stattfinden wird. Wir laden Nachwuchsforscher*innen aus den Geistes-
und Sozialwissenschaften ein, sich mit Beiträgen für Vorträge oder
Kurzpräsentationen am Kolloquium zu beteiligen und Vorschläge bis

Blickpunkt Dresden: Migration Zugehörigkeit Bildung
Die Veranstaltungsreihe findet von September bis Dezember 2017 im
Rahmen des Projektes ‚Migration-Flucht-Bildung. Bildungsorte einer
sich öffnenden Stadt‘ der LAG pokuBi Sachsen e. V. in Kooperation
mit Weiterdenken – Heinrich-Böll-Stiftung Sachsen, dem Zentrum für
Integrationsstudien der TU Dresden und vielen anderen
Kooperationspartnern statt.
Städtische Akteur*innen sind zu einem Austausch über Konzepte und
Perspektiven an der Schnittstelle zwischen Stadt, Migration und
Zugehörigkeit eingeladen. Es wird zum einen darum gehen, die
Prozesse, Praxen und Räume des Rechte-Nehmens und Zugehörig-Machens
in Dresden in den Blick zu nehmen. Zum anderen möchten wir
Kollaborationen stärken, um zusammen eine vielfältige und
nachhaltige, Stadt- und Akteure verändernde, auf zeitgemäße
Solidarität gründende (Stadt-) Bildungsarbeit zu gestalten.
Zu folgenden thematischen Workshops sind städtische Akteur*innen –

In this edition of the newsletter of the Center for Integration
Research in October, you will be able to find recent information on the
following subjects:

Dear Sirs, Madams and friends of the ZfI,
Today, some days after the Bundestag election, the need for a
Center for Integration Research in Dresden and Saxony is even more
obvious than at the time of its foundation on 30th September 2016,
nearly one year ago. One asks him*herself, what is happening in the
parallel societies of Facebook and Co? What can be the explanation
for a party moving democratically and legitimised into the
Bundestag, whose representatives support it rather to shoot fleeing
people than to let them cross the border and who openly call for the
hunt for or the disposal of people? What supports this dynamic of
the increasing linguistic and physical violence against people who
apparently think different, who believe different, who talk
different, who look different, who…? What stops and what counteracts
it? Henceforth, the ZfI has to face these questions together with
its cooperation partners especially here in Saxony even more
intensive.
We are looking back at an eventful year, in which the ZfI
achieved astonishing things. Thanks to the never-ending commitment
of the founders and particularly the Junior Research Group that
maintains the centre, the ZfI in a short time became connected to
many partners in the city, the surrounding region and beyond that,
it motivated many projects in the field of research and transfer and
fuelled the social migration debate at the TU Dresden, in the city
and far beyond that in a productive way by some series of events,
e.g. the 1st conference “Deutsch von Anfang an für Geflüchtete
fördern” (“Supporting German for Refugees from the very Start”), the
lecture series “Europa im Fluss” (“Europe in Flow”) or the
international conference “Taboo and Transgression”.
In this newsletter, you will get to know more about the ZfI’s
activities in the past three months, e.g. the Summer School
“Vocational Integration” and the still ongoing event series
“Migration-Stadt-Bildung” (“Migration-City-Education”). In addition,
we will inform you about our plans in the next months and as always
invite you to participate in the approaching events and spread the
information about them. For example, you will surely want to know
that the Refugee Law Clinic Dresden, belonging to the ZfI, is able
to start its advisory activity and offer advice free of cost for
refugees through voluntary workers from October on, that the project
“Courage: Wissen, Sehen, Handeln!” (“Courage: Know, See, Act!”)
starts in October with an extensive lecture and cultural programme,
that the first volume of “Praxismaterialien des Zentrums für
Integrationsstudien” was published named “Deutsch von Anfang an für
Geflüchtete fördern” and which new projects were created by the
ZfI-Network during the last months.
Before wishing you a pleasant reading, I have to inform you about
personnel changes at the ZfI. Prof Joachim Scharloth unfortunately
had to leave the Executive Committee. He leaves the TU Dresden to
follow a call from Tokyo. Prof Stefan Horlacher, head of the Chair
of English Literatures, is the new member of the Executive
Committee. We are looking forward to new impulses through and the
cooperation with him. Furthermore, Dr Sara Hägi-Mead, head of the
ZfI until now, followed the call from the University of Wuppertal,
where she took over the Chair for Multilingualism at School. We
warmly congratulate her for this success, thank her for her
commitment while establishing the ZfI and the good cooperation. We
are particularly happy that she will further cooperate with us in
different projects. Her leaving and the following vacancy of the
chair of the ZfI explain, why I am writing the editorial for this
newsletter. The Executive Committee announced me as head of the ZfI
until the post is filled again. I accept this task with pleasure and
I am happy that I can collaborate on the further development of the
centre actively.

Important events of the last quarter, which were organised by the
ZfI, will be discussed in the category “Reports”.
Summer School on “Vocational Integration in Post-Migrant
Society” has taken place successfully
PHD-candidates
and postdocs from 16 different countries participated in the
international Summer School of the School of Humanities and Social
Sciences with the topic “Vocational Integration in Post-Migrant
Society” from 3rd to 7th July 2017, which was designed and organised
under the overall control of the Center for Integration Research.
Regarding subject matter, the
Summer School tackled the field of integration on the labour market,
discussed practices and concepts of the integration through training
and work with a special focus on the (further) development of
structures and processes of vocational education and employment
under the circumstances of diversity and transculturality. By this,
the field of integration and work was discussed from an
interdisciplinary (that is from an educational, linguistic and
economic) perspective with the aim to obtain new synergies for an
innovative research cooperation. The programme consisting of
lectures, workshops and project work presented and discussed recent
research projects and revealed needs for future research. There was
consensus that the complex subject of the integration on the labour
market needed especially interdisciplinary approaches from different
perspectives in order to understand the relevant structures and
modes of action of the labour market, the necessary measures and the
demands on pedagogic organisations and teachers that play a role in
the integration of migrants, but also in the individual worlds and
needs of the employees.
Second conference FaDAFF (Deutsch für Geflüchtete von
Anfang an / German for Refugees from the very Start)
“When noises are strange, when words are confusing, when
sentences turn silent, when writing seems odd […]”. On 23rd
September 2017, actors of the language work came together to enter a
successful exchange with each other in the context of the second
conference Deutsch für Geflüchtete von Anfang an (German for
Refugees from the very Start), which was organised by Rico
Ehren and Ann-Kathrin Kobelt (Center for Integration Research).
Those actors shared their knowledge and experiences, built up new
networks and deepened those already existing. During the opening
panel (see picture) with a precedent greeting, sign of gratitude and
a welcoming speech of the state secretary for science and arts
(Saxony), each panel speaker reacted to the opening lecture from the
field of German as a foreign and as a second language with a short
input. The discussions, reports of experiences, questions and
answers started in this panel were deepened in the following nine
workshops which regarding subject matter reacted to the first
conference of this type (initiator: Dr Anja Centeno García) and
which were run in tandem moderations. Afterwards, the participants
had the chance to inform themselves regarding their own interest
about the subjects and results of the workshops not visited by them
at a so-called market of possibilities and to visit the
publisher’s stands. The conclusion of the conference was formed by a
concluding plenum with the presentation of the workshops in a
Pecha Kucha-format as well as by a joint dinner.
New series of publication of the Center for Integration
Research
Volume 1 of the series "Praxismaterialien des Zentrums für
Integrationsstudien (ZfI)" has been published. The series presents
contributions disseminating research, teaching and event projects of
the ZfI. The first volume by the authors Ann-Kathrin Kobelt and Anja
Centeno Garcia "Deutsch von Anfang an für Flüchtlinge fördern
(DAFF)" is dedicated to the issue of German as a foreign language
for refugees between theory and practice, Institution and
volunteering, and documents the 1. DAFF symposium from August 26th
2016. The volume has been released open access and can be
purchased free of charge.
Refugee Law Clinic Dresden
One
year after the first student participants have begun and finished
their training as legal advisers for the right of political asylum
and residence, the voluntary advice for escaped people can now
finally begin.
From the middle of October on, a team consisting of
18 students will offer voluntary legal advice at three locations in
Dresden.
From the 42nd calendar week on, the advisers can be visited weekly
in the Bürohaus Zellescher Weg on the premises of the TU Dresden as
well as in the rooms of the migrant project “Wir sind Paten” in
Dresden Johannstadt and at the following times:
Thursday, 4:00 pm -
7:00 pm, Zellescher Weg 17, TU Dresden
Wednesday, 3:00 pm - 6:00 pm, Stephanienplatz 2, Dresden Johannstadt
Furthermore, it is planned to offer legal advice especially for
escaped women in the advice and cultural centre *sowieso* of the
“Frauen für Frauen e.V.” every second Monday (also from the 42nd
calendar week on).
At the same time, a new phase of the training as legal adviser will
start at the TU Dresden. From winter term 2017/18 on, about 30
students will have the possibility to acquire basic familiarity with
the right for political asylum and residence in order to be able to
support escaped people in Germany effectively with the obtained
knowledge after they finished the one-year course.
In their first semester, the participants visit a course of lectures
on the basics of the right for political asylum and residence held
by the lawyer Elena Bogdanzaliew. Additionally, Dr Moritz Gies gives
a tutorial on the substantive refugee law and the asylum
proceedings.
In the holidays, the students do a work placement in organisations
that work in the field of legal advice. The second semester will
deepen and expand the knowledge acquired in the first semester and
the practical experience through different workshops. Students that
are interested in the training programme in winter term 2017/18 have
the possibility to visit the information meeting on Wednesday, 11th
October 2017, at 2:50 pm in the Gerberbau of the TU Dresden in room
054.
IDA searches for help in the new semester
With
the active support of our voluntary workers, we were able to arrange
our activities in the last semester successfully. Thus, we want to
say THANK YOU again to all German teachers, helpers with homework,
Buddies and all other interested persons. With the active support of our voluntary workers, we were able to

highlight was the 2nd place at the Welcome-Price of the DAAD (German
Academic Exchange Service), which shows us that we are heading in
the right direction with our offers. We want to pick this up also in
the next semester. In the future, we will still be present in the
initial reception centres and the centres for the temporary stay
that offer basic German courses, and here we still urgently search
for volunteers that want to help us. Furthermore, we are going to
offer our Homework Meeting in the future thrice a week, because of
the very positive resonance up to this point, and we are planning an
enhancement with subject-specific offers for language learning. The
Buddy Programme, the Arabic and Persian courses from refugees and
the event series will enter the next round as usual. In addition, we
invite interested people to cook with us and refugees and thus enjoy
culinarian delicacies from all over the world once a month. If you

The category “Research” presents a current research project of
the ZfI and discusses recent questions of research.
Project "Need for an Integration Act"
The ZfI was commissioned by the Saxon Staatsministerium für
Soziales und Verbraucherschutz, portfolio for equality and
integration, to draw up a consultancy examining the need and
prerequisites for and the possibilities to realise an Integration
Act in the Saxon context. In North Rhine-Westphalia, Berlin,
Baden-Wurttemberg and at last Bavaria, national Integration Acts are
already in force. Although the share of 3.9 percent of foreign
inhabitants in Saxony (2015) is much lower than in the rest of
Germany with an average of 10.5 percent, there live significantly
more foreigners in the conurbations around Leipzig, Chemnitz and
Dresden. Additionally, the composition of the immigrants changed
over the last years. For example, at the latest since 2011, the
immigration to Saxony mostly consists of people searching for
asylum. Such developments make political concepts for a peaceful
coexistence with fair chances for everyone necessary. Developing
those is the task of the host society and the politics. The Saxon
Zuwanderungs- und Integrationsgesetz (ZIK) of the state government
already is an important basis, but it was designed 2012 facing a far
smaller number of immigrants and focussing on the arrival and the
integration of foreign qualified employees. Although the lack of
qualified employees and the integration on the labour market still
are of high importance for Saxony, the spectrum of the regional
political integration measures has been significantly expanded.
The ZfI worked out a consultancy together with experts of the TU
Dresden and the University of Leipzig from the perspective of law,
political science and education studies. The report judges the legal
basic requirements and the prevailing conditions for a national
Integration Act. Central basic principles of the integration
politics until now are identified and their realisation in the
existing national Integration Acts is analysed. Furthermore, the
question is discussed, how the present Integration Acts approached
the field of education and which effects are connected to this
approach. Finally, concrete needs for central areas of action of
modern integration politics are discussed. The final judgement, to
what extent and in what form the approval of an Integration or
rather a Participation Act makes sense, claims neither to cover all
the areas of action being relevant in integration politics nor to
throw a light on all the discussed problem areas completely.
Regarding the contract, an exemplary approach proved necessary.

Scientists from all five faculties of the School of Humanities
and Social Sciences of the TU Dresden and beyond that participate in
the Center for Integration Research. In this category, news from
this network will be presented.
Basic German vocabulary as Open-Access-publication
A team consisting of scientists of the TU Dresden and the Waseda
University in Tokyo published the first basic vocabulary for
learners of the German language under a Creative Commons licence on
basic-german.com.
Prof Saburo Okamura, Prof Willi Lange (both Waseda University,
Tokyo) and Prof Joachim Scharloth (TU Dresden) found out the 10.000
most frequent, stable and productive words of the German language
with the help of corpus-based methods and described the top 2.000
lexemes grammatically. Furthermore, they determined typical patterns
of language usage (collocations and typical phrases) in linguistic
corpora.
The online basic vocabulary also makes a connected learning
possible. The vocabulary can be figured out with the help of
subject, word family and sound associations, which are visualised on
the website as interactive graphs.
The Japanese Society for the Promotion of Science supports the

Project "mitreden.DD"
The new dialogue series of the Volkshochschule Dresden (VHS) focusses on relevant social
topics and calls for contributions. Small groups make it easily
possible to pose questions and get answers. Or to just tell one’s
own opinion – but then also bear echo and contradiction.
It is the aim to make dialogue possible, to cultivate the exchange
with people who are thinking different and to make the joint talk an
experience.

Project “Interkulturelle Bildungslandschaft”
“Interkulturelle Bildungslandschaft” (“Intercultural Educational
Infrastructure”) is a project that wants to connect organisations,
in which migrants autonomously organise themselves
(“Migrantenselbstorganisationen”, MSOs), and day nurseries in
Dresden and the surrounding region. It is organised in cooperation
with the Center for Integration Research.
The idea behind the project is a cooperation of these two
organisations in the field of the early childhood education, because
its necessity has risen in today’s society.
The opening of day nurseries and MSOs for each other is one of the
main goals of the project “Interkulturelle Bildungslandschaft”. For
day nurseries, it offers the possibility to get to know and
understand migrated people better; for MSOs, it can lead to a
greater participation in integration processes.
The target groups of this project are directly agency agents, heads
and teachers of day nurseries and migrant organisations and
indirectly children and families with a migratory background as well
as pedagogic specialists with a migratory background.

Courage – wissen, sehen, handeln!
The
project “Courage – wissen, sehen, handeln!” (“Courage – knowing,
seeing, doing!”) takes place between October and December 2017 at
the TU Dresden. The question of how one can react to racism,
misanthropy and discrimination will be discussed in workshops,
lectures and cultural events. Furthermore, possibilities to
recognise, reduce and prevent phenomena of exclusion will be pointed
out. While the workshops approach this field in a practical manner,
the lectures present a theoretical insight into the topic.
The
cultural programme takes place in cooperation with different
institutions and associations of Dresden and approaches the field in
different ways. Furthermore, a surgery will be offered in
cooperation with the Dresdner Verkehrsbetriebe, which will give the
people of Dresden the chance to pose questions to lecturers of the
TU Dresden, but also to people from practice. “Courage” is organised
by the Center for Integration Research an d the contact point "We
Care" in close cooperation with the
Centre for Continuing Education. You can find more information on

International conference “Re-Thinking Community“
The question of how we want to live together is highly topical in
the face of growing migration flows and the worldwide increasing
strength of ethno-nationalistic endeavours that can be observed at
the same time. The international and interdisciplinary conference
“Re-Thinking Community” for the first time invites famous local,
national and international scientists and activists to collect the
existing knowledge in the humanities and social sciences on the
mechanisms and dynamics of community building and, what is more, to
develop perspectives for a respectful and peaceful living together
with others and strangers despite ethnos, religion, skin colour, sex
and age. By this, “Re-Thinking Community” connects the
theoretic-scientific reflexion on the idea of community with the
presentation of concrete projects that show how community can be
newly thought and lived in different ways in Dresden, Germany and
beyond that.
The conference will be accompanied by a lecture with Marica Bodrožić
in the Literaturhaus Villa Augustin (Antonstraße 1, 01097 Dresden).
On 26th October, from 7:30 pm on, she is going to read from her
novel “Mein weißer Frieden”, which was honoured with the literature
award of the Konrad-Adenauer-Stiftung.
“Re-Thinking Community” is public and free of charge for all
interested people. The languages of the conference are German and
English; aids for translation will be offered. The conference is
supported by the Fritz Thyssen Stiftung and Weiterdenken –
Heinrich-Böll-Stiftung Sachsen and takes place in cooperation with
the Sächsische Landeszentrale für politische Bildung.

Lecture series “Machtvolle Sprache(n)”
(“Powerful Language(s)”)
Social balance of power is concrete and realised in the direct
relationships between humans. Asymmetries of power, hierarchies,
privileges, status, the dominant culture and marginalisation play a
role in every interaction between humans. What this means in respect
of language(s) is the topic of an interdisciplinary and
international event series of the Chair for German as a second
language of the TU Dresden in cooperation with the ZfI. Among
others, (prospective) teachers and educators, belonging to those
persons who are superior in power within their relationship towards
children and adolescents and whose moral concepts and norm
orientations prove as very influential, belong to the target group
of the event series. Among other things, power becomes visible in
the use of and the dealing with language(s). Because of this, it
seems important to reflect ourselves as linguistic actors especially
in the pedagogic context. This happens on perspectives and
specialist disciplines that wilfully reach beyond German studies,
German as a foreign and as a second language and the cultural
studies and that include mathematical and the education for
democratic citizenship, biblical theology, Slavic studies, migration
pedagogics and the educational studies. The event series leaves much
room for reflexion: Every session presents two lectures, each
lasting 45 minutes; another 45 minutes are at hand for discussion

Call for Paper “Identität und Wissen in
Migrationsgesellschaften” (“Identity and Knowledge in Migration
Societies”) for a junior researchers colloquium of the Center for
Integration Research
Migration is normal in the history as well as in the present day of
all societies and an element that constitutes them. During
increasing globalisation processes, migration becomes more visible
and a subject of the negotiation of society with itself.
How knowledge and identity relate to each other as categories of
this negotiation, particularly in migration processes, is the topic
of the interdisciplinary junior researchers colloquium of the Center
for Integration Research, which will take place on 11th/12th and
18th/19th June 2018.
We invite junior researchers from the field of the Humanities and
Social Sciences to participate in the colloquium with contributions
to lectures or short presentations and to submit proposals until the
30th November 2017.

The event series takes place from September to December 2017 in the
context of the project “Migration-Flucht-Bildung. Bildungsorte einer
sich öffnenden Stadt” (“Migration-Flight-Education. Places of
Education in an open City“) of the LAG pokuBi Sachsen e.V. in
cooperation with Weiterdenken – Heinrich-Böll-Stiftung Sachsen, the
Center for Integration Research of the TU Dresden and many more
cooperation partners.
Urban actors are invited to an exchange about concepts and
perspectives at the interface between city, migration and
affiliation. On the one hand, the processes, practices and spaces of
the taking of rights and the realisation of affiliation will come
into focus. On the other hand, we want to strengthen collaborations
in order to create an urban educational work that is diverse and
