Liebe Kolleginnen, liebe Kollegen, liebe Freundinnen,
liebe Freunde des Zentrums für Integrationsstudien,

mit den jüngsten Ergebnissen zur Europa-Wahl im Rücken senden wir Ihnen heute wieder unseren aktuellen Newsletter und berichten aus den letzten Monaten und geben Ihnen einen Ausblick auf die kommenden Veranstaltungen und Projekte.

Die Europa-Wahl hat für Deutschland vor allem eins gezeigt – wie unterschiedlich das Wahlverhalten im Osten und Westen Deutschlands ist, und wie sich hier die unterschiedlichen Lebenswirklichkeiten, die Transformationserfahrungen und die biographischen Brüche spiegeln. Gerade in diesem Jahr: 30 Jahre nach der Wiedervereinigung. Die Deutungen des Prozesses sind vieldeutig und reichen von ‚Kolonialisierung‘, wie auf einer Konferenz in Dresden im April diskutiert, bis hin zu ‚Noch nicht integriert sein‘, worauf die Ministerin Petra Köpping in ihrer Schrift verweist, aber auch die Forschungen von Naika Fouroutan, Deutsches Zentrum für Integrations- und Migrationsforschung, zu den Ost-Migrantischen-Analogien. Jedoch ist diesen Ausdeutungen vor allem eins gemein: die Veränderungen waren in Ostdeutschland tiefgreifend und zeugen von Momenten der Desintegration. Gerade an dieser Debatte zeigt sich der Gegenstand des Integrationsbegriffes sehr deutlich, und scheint nicht mehr nur für die alten und neuen Migrant*innen vorbehalten zu sein – sondern wird nun auch für und von Ost-Deutschen eingefordert. Aber - so stellt sich die grundsätzliche Frage – sind wir uns über die Vorstellung von Integration in Deutschland einig? Denn der jüdische Autor Max Czollek fordert in seinem Buch dezidiert dazu auf, sich zu desintegrieren und sich für eine radikale Vielfaltsgesellschaft in Deutschland einzusetzen – eine spannende Diskussion, die wir mit ihm im Kulturpalast während der Internationalen Wochen gegen Rassismus führten.

In der Rubrik „Berichte“ werden wichtige vom ZfI durchgeführte Veranstaltungen des vergangenen Quartals besprochen.

Abschlussworkshop des Projekts „Kunst und Kultur in der polarisierten Stadt“ (KupoS)

Am 22. Mai 2019 waren Vertreter*innen von Kunst und Kultureinrichtungen in Dresden und Umgebung zum Abschlussworkshop des KupoS-Projekts eingeladen, welches im Zeitraum vom 1. Juni 2018 bis 31. Mai 2019 unter der Leitung von Prof. Heike Greschke am ZfI durchgeführt wurde. Das Projekt untersuchte die Rolle und das (sich verändernde) Selbstverständnis von Kultureinrichtungen sowie die Grenzen von gesellschaftlichen Positionierungen und deren Effekte für den sozialen Zusammenhalt innerhalb der Stadtgesellschaft Dresdens. Ausgehend von der Frage, welche Resonanzen PEGIDA in der Dresdner Kunst- und Kulturlandschaft erzeugt hat, untersuchte das Projekt die Funktionsweisen und Eigenlogiken von Polarisierung als Motor und Marker gesellschaftlicher Transformation. Dabei stellte sich auch die Frage, inwieweit Kunst- und Kulturinstitutionen in der Lage sind bzw. die Aufgabe haben sollten, zwischen antagonistischen Positionen zu vermitteln.
Das KupoS-Team präsentierte vier Thesen zur Polarisierung und der Rolle von Kunst und Kultur, welche auf der Grundlage der Projektergebnisse entwickelt und den Akteur*innen der hiesigen Kunst- und Kulturlandschaft zur Diskussion gestellt wurden. Der Workshop zielte darauf ab, eine Perspektive auf die institutionelle künstlerische und kulturelle (Vermittlungs-)Praxis zu ermöglichen, die von Details abstrahierende, übergreifende Strukturen und Prozesse zur Anschauung bringt. Dabei wurden die Erkenntnisse des Projektes nicht im Sinne von besserem Wissen, sondern als Reflexionswissen zur Verfügung gestellt. Die bewusst provokant formulierten Thesen „Polarisierung lohnt sich“, „Polarisierung bewegt“, „Polarisierung politisiert und polarisiert“, sowie „Polarisierung vereint/vereinheitlicht durch Spaltung“ wurden von den Projektbeteiligten Leandro Raszkewicz, Viktoria Rösch, Lukas Schmitz und Moutaz Zafer, vorgestellt und erläutert. Sodann hatten die etwa 30 Teilnehmenden Gelegenheit, sich über die einzelnen Thesen auszutauschen. Die Ergebnisse wurden im Plenum geteilt und gemeinsam diskutiert. Die Diskussion wurde mittels graphic recording von Anja Maria Eisen dokumentiert.
Das visuelle Protokoll vermittelt einen guten Eindruck von der bewegten Diskussion. Uneinigkeit herrschte in der Frage, für wen und in welcher Hinsicht sich Polarisierung lohnt oder inwieweit der kurzfristige aufmerksamkeitsökonomische Erfolg von öffentlich ausgetragenen Kontroversen bzw. einer eindeutigen Positionierung den Veranstalter*innen mittelfristig schaden könne. Einig waren sich die Teilnehmenden in der Annahme, dass der Vermittlungsauftrag von Kunst- und Kultur beinhaltet, Möglichkeiten des Erwerbs und des Einübens von Ambivalenztoleranz zu schaffen. Darüber hinaus boten die Thesen zur Polarisierung Anlass, über neue Formen der Vermittlung nachzudenken, die dazu geeignet sind, Polarisierungsdynamiken zu entschärfen, indem sie auf Differenzen und Widersprüchlichkeiten innerhalb vermeintlicher Pole aufmerksam machen, sowie Themen setzen, die partielle Gemeinsamkeiten zwischen als antagonistisch wahrgenommenen Positionen betonen und damit auch Möglichkeitsräume der Kooperation schaffen können.
Näheres zu den Projekt- und Workshopergebnissen wird in Kürze im Abschlussbericht des Projekts zu lesen sein.

Inklusive Schule in der Migrationsgesellschaft – Handelnde Teilhabe für alle, aber wie?

In Zusammenarbeit mit der Landesarbeitsgemeinschaft politisch-kulturelle Bildung e.V. (pokubi e.V.) und weiteren Kooperationspartner*innen veranstaltet das ZfI im laufenden Sommersemester sieben Ringvorlesungen und vier Praxiswerkstätten im Rahmen der Veranstaltungsreihe „Inklusive Schule in der Migrationsgesellschaft – Handelnde Teilhabe für alle, aber wie?“. Bisher haben bereits vier interessante Vorlesungssitzungen – jeweils bestehend aus einem Vortrag und einem daran anschließenden Kommentar – sowie drei Praxiswerkstätten stattgefunden. In diesen haben sich die Referent*innen, Kommentator*innen und Teilnehmer*innen über die Themenfelder „Wissen“, „Illusionen von Inklusion“, „Ambivalenztoleranz“ sowie „Rassismus im System Schule“ gemeinsam der Frage nach handelnder Teilhabe angenähert. Das kam auch gut an: Aufgrund des großen Zulaufs zur Ringvorlesung findet diese nun auch in einem größeren Hörsaal (Hörsaalzentrum der TU Dresden, Raum HSZ/003/H) statt. Zusätzlich können Interessierte die Vorlesungssitzungen als Webinar verfolgen. Das ZfI freut sich auf den weiteren Austausch zu inklusiven Schulen in der Migrationsgesellschaft und lädt Sie herzlich ein, diesen (auch weiterhin) gemeinsam zu gestalten! Die kommende Vorlesungssitzung findet schon heute Abend (5. Juni 2019) statt. Ab 18:30 Uhr spricht Prof. Dr. İnci Dirim (Universität Wien) zu „Mehrsprachigkeit und Deutschförderung als Verhandlungsmassen der Migrationspolitik“. Der Vortrag wird von Uta Reichel (Kompetenzzentrum sprachliche Bildung Dresden) kommentiert.

Konstituierende Beiratssitzung des Zentrums für Integrationsstudien im März

Am 8. März 2019 trat erstmals der Beirat des Zentrums für Integrationsstudien zu einer konstituierenden Sitzung zusammen. Der Vorstand des Zentrums für Integrationsstudien stellte dem Beirat Konzeption und Zukunftsstrategien vor, die dann gemeinsam diskutierten wurden. Der Austausch und die interdisziplinäre Diskussion wurden von allen Beteiligten als sehr gewinnbringend eingeschätzt, ein Austausch, der ausgebaut werden sollte. So halten die zwei Beiratsmitglieder İnci Dirim und Paul Mecheril Vorträge in der Ringvorlesung „Inklusive Schule in der Migrationsgesellschaft“ (SoSe 2019). Die mit dem Beirat geführte Diskussion wird in ihrem Ergebnis der ZfI-Mitgliederversammlung am 4. Juli 2019 vorgestellt.

Eröffnung der Internationalen Wochen gegen Rassismus in Dresden 

Am 11. März 2019 wurden im Rathaus der Landeshauptstadt Dresden die Internationalen Wochen gegen Rassismus eröffnet. Den Eröffnungsvortrag hielt der Historiker und ZfI-Beiratsmitglied Dr. Patrice Poutrus, der sich insbesondere mit Rassismus in der ehemaligen DDR und Post-Wende-Zeit auseinandersetzte und erläuterte wie Rassismus im Sozialismus einerseits als das „was nicht sein kann, nicht sein darf“ verdrängt wurde, andererseits im Rahmen des Umgangs mit Vertragsarbeiter*innen strukturell tief verankert war. Die Internationalen Wochen gegen Rassismus sind eine bundesweite Aktion der Solidarität mit den Opfern sowie den Gegner*innen von Rassismus. Bis zum 6. April 2019 fanden in ganz Dresden rund 100 Veranstaltungen wie Vorträge, Diskussionen, Workshops statt – organisiert durch unterschiedliche zivilgesellschaftliche und städtische Institutionen.

Das ZfI bei der Jahrestagung des Mercator-Instituts für Sprachförderung und Deutsch als Zweitsprache

„Auf pädagogische Fachkräfte und Lehrkräfte kommt es an – Professionalisierung für sprachliche Bildung“ lautete das diesjährige Thema der Jahrestagung des Mercator-Instituts an der Universität zu Köln am 25. und 26. März 2019, auf der auch das ZfI einen Einblick in seine aktuelle Forschung gab: Im Rahmen eines Posterrundgangs sowie einer Feedbackrunde zu qualitativen Forschungsmethoden in der sprachlichen Bildung präsentierte Dr. Carolin Eckardt, wissenschaftliche Mitarbeiterin am Zentrum für Integrationsstudien im Bereich Erziehungswissenschaften, ihr Forschungsprojekt zu „Orientierungen von Lehrkräften im Umgang mit sprachlicher Vielfalt in der beruflichen Bildung“. In unterschiedlichen Veranstaltungsformaten setzten sich die Tagungsteilnehmer*innen mit Theorie und Praxis im Bereich der sprachlichen Bildung (vom Elementarbereich bis zur Berufsschule) auseinander, von der Aufgabenformulierung als Element einer sprachsensiblen Schulentwicklung über die Lernverlaufsdiagnostik am Beispiel der Lesekompetenz bis hin zu Fragen des Wandels von Bildungsorganisationen in einer mehrsprachigen Gesellschaft. Die Key-Notes sprachen Prof. Dr. Jürgen Baumert vom Max-Plack-Institut für Bildungsforschung in Berlin und Prof. Dr. Rosemarie Tracy von der Universität Mannheim.

„In Chemnitz verbunden“ – Das ZfI bei der 46. Jahrestagung des FaDaF e.V.

Vom 28.-30. März 2019 fand unter dem Motto „In Chemnitz verbunden“ die 46. Jahrestagung Deutsch als Fremd- und Zweitsprache (DaF/DaZ) an der TU Chemnitz statt. Das Tagungsprogramm wurde in vier Themenschwerpunkten, zwei Praxisforen und verschiedenen Plenarvorträgen zu aktuellen Fragestellungen und Herausforderungen der Zweit- und Fremdsprachenforschung umgesetzt. Ein umfangreiches Angebot von Verlagen, Aussteller*innen und Praktiker*innen ergänzte die Jahrestagung (Informationen zum Programm finden Sie hier). Im Rahmen der Veranstaltung wurde eine Resolution des Fachverbandes für Deutsch als Fremd- und Zweitsprache (FaDaF e.V.) zum Entwurf des Fachkräfteeinwanderungsgesetz, welcher derzeit im deutschen Bundestag vorliegt, verabschiedet. Diese finden Sie hier. In der Tradition vergangener Jahrestagungen wurde auch in diesem Jahr am 27. März 2019 eine Nachwuchskonferenz angeboten. Nachwuchforscher*innen aus den Bereichen DaF und DaZ bietet sich hier die Möglichkeit, aktuelle Abschlussarbeiten und Dissertationsprojekte vorzustellen und zu diskutieren sowie sich zu vernetzen. Seitens des ZfI beteiligte sich Ann-Kathrin Kobelt an diesem Format: Mit einer Posterpräsentation zu „Positionen zwischen Sprachen bei Sprach- und Integrationsmittelnden (SprInt)“ stellte sie ihr Dissertationsprojekt vor. Für die Möglichkeit zu Austausch und Vernetzung bedanken wir uns bei den Organisator*innen der Jahrestagung: Prof. Dr. Winfried Thielmann und die Kolleg*innen der Professur für DaF und DaZ der TU Chemnitz sowie dem FaDaF e.V.

Eine Reise an den Puls der USA. Noa Ha an der University of Virginia (UVa), Charlottesville

Im Rahmen des Visiting Fellow Programms „MEMORY AND DEMOCRACY - Transatlantic Conversations in Charlottesville“ war Noa Ha von der Heinrich-Böll-Stiftung Washington zu einem einwöchigen Aufenthalt im April 2019 nach Charlottesville eingeladen. In enger Kooperation mit Professor*innen der UVa unterrichtete sie neben vier anderen Gästen aus Deutschland zu Fragen von Erinnerungspolitik und Demokratie und nahm an einem abwechslungsreichen Programm auf dem Campus sowie an einer studentisch geführten Campustour, einem Filmabend sowie an einem Besuch der Jefferson School – African American Heritage Center teil. Im Doktorand*innenkolloquium von Prof. Michael Lee, Professor der Landschaftsarchitektur, sprach sie über Politiken des öffentlichen Raumes am Beispiel des Straßenhandels, sie unterrichtete gemeinsam mit Prof. Dr. Kwame Edwin Otu, Professor am Institute of African-American and African Studies, zu postkolonialen und dekolonialen Geographien und mit Prof. Dr. Zvi Gilboa, Middle Eastern & Southern Asian Languages & Cultures, zu Migration und Identität. „Desintegriert euch!“ – Lesung mit Max Czollek  

„Desintegriert euch!“ – mit dieser Forderung spricht sich Max Czollek in seinem aktuellen Buch gegen den Assimilationsansatz vieler die Politik und Öffentlichkeit dominierenden Integrationsvorstellungen aus. Er entlarvt die Erwartungen, die seitens der deutschen Mehrheitsgesellschaft an „sich zu Integrierende“ gerichtet werden, als Strategien der Aufrechterhaltung bestehender Machtverhältnisse. Seine Gesellschaftsvorstellung ist von der Praxis radikaler Vielfalt geprägt. Denn das integrative Hauptnarrativ für nationale Zugehörigkeit bildet die deutsch-national-völkische Identität, die lediglich diejenigen integriert, die ihre Rollen spielen. Die pluralen Lebensentwürfe und hybriden Biographien, die heute schon das Land bestimmen, bleiben letztendlich ausgeschlossen. Die Diskussion von Integration als Instrument von Macht war ein idealer Diskussionsgegenstand für die Internationalen Wochen gegen Rassismus, im Rahmen derer die Lesung am 3. April 2019 vom Zentrum für Integrationsstudien, den Städtischen Bibliotheken Dresden und dem HATiKVA e.V. veranstaltet wurde. Im bis auf den letzten Platz gefüllten Saal diskutieren die zahlreichen Besucher*innen angeregt mit dem Autor. Weitere Informationen zu seinem Buch finden sich auf der Website des Hanser-Verlags.

Tagung „Kolonie Ost?“ 3. und 4. April 2019

Unter der Frage „Kolonie Ost?“ setzte sich am 3. und 4. April 2019 eine Tagung des Dresdner Instituts für Kulturstudien e. V. mit den ökonomischen, sozialen und kulturellen „Aspekten von ‚Kolonialisierung‘ in Ostdeutschland seit 1990“ auseinander. So erstreckten sich die Beiträge von Analysen des Systemwechsels von Prof. Dr. Michael Hofmann (Dresden/Jena) als Prozess der ‚inneren Kolonialisierung‘ über die Parallelen in der Fremd- und Selbstwahrnehmung als zugeschriebene Stereotype und Abwertungserfahrungen von Ostdeutschen und Muslimen (Prof. Dr. Naika Foroutan, Berlin) bis hin zum Narrativ der „Kolonialisierung“ als Kapitalismuskritik der politischen Linken anhand der Treuhandanstalt (Dr. Marcus Böick, Bochum). Die an der Tagung verhandelte Frage, darunter auch der sogenannte „Bilderstreit“ in Dresden (Dr. Paul Kaiser, Dresden), traf auf die Schwierigkeit, die strukturelle Transformation der ostdeutschen Bundesländer und einhergehende Marginalisierungserfahrungen als Kolonialisierung zu analysieren, da sowohl keine einschlägigen Wissenschaftler*innen der Postcolonial Studies eingeladen waren als auch die DDR in ihrer Kolonialität und zeitgenössische Verhältnisse im Zusammenhang zu Rassismus und Diskriminierung nicht adressiert wurden. Eine entsprechende Einlassung während der Tagung von Noa K. Ha wurde in der Berichterstattung in folgenden Medien aufgegriffen:

Citizen Science an der TU Dresden  

Citizen Science war das Thema eines von den Project Scouts der TU Dresden, Berit Edlich und Jenny Pick, konzipierten Workshops am 16. April 2019. Ziel war es, einen Austausch zu Potentialen und Praxis der Bürgerwissenschaften zu ermöglichen und Projekte im Kontext der TU Dresden kennenzulernen, in denen Bürger*innen beim Beobachten, Messen und Sammeln von Daten oder der Analyse gesellschaftlicher Probleme mit Wissenschaftler*innen zusammenarbeiten. So arbeiten beispielsweise Bürger*innen beim Regionalportal „Saxorum“ – einem Forum zur sächsischen Landesgeschichte der SLUB – mit oder geben Wetterdaten digital an das Projekt „SmartRain“ der Professur für Geoinformatik (TU Dresden) weiter. Auch das Zentrum für Integrationsstudien kann auf Erfahrungen in diesem Feld verweisen. Im Rahmen seines reziproken Forschungs-Praxis-Transferkonzepts nimmt das Zentrum immer wieder Fragestellungen aus der Praxis auf und entwickelt Formate an der Schnittstelle Wissenschaft und Praxis.

Neues von QuaBiS – Bildungsfachkräfte - Endlich ist es losgegangen!

Am 6. Mai 2019 hat das Projekt Bildungsfachkräfte mit drei Monaten Verspätung mit der Qualifizierung an der TU Dresden begonnen. Vorher gab es noch sehr viele Probleme mit Ämtern und Formularen. Alle Kolleg*innen verstehen sich sehr gut, einige kannten sich schon vorher, deshalb war es eine schöne Überraschung, als man sich am ersten Tag traf und wiedererkannte. Manche vermissen noch ein bisschen die alte Arbeit, weil der Alltag hier eine große Veränderung ist und Freunde manchmal fehlen. Einige sind aber auch froh, dass sie nicht mehr in der Werkstatt arbeiten müssen. Die erste Vorlesung wurde schon besucht, die Bildungsfachkräfte sind fest eingebunden in der Lern- und Forschungswerkstatt und freuen sich auf das jetzt bevorstehende erste „Buddy“-Treffen. Buddys sind Studierende der TU Dresden, die die Bildungsfachkräfte im Prozess der Qualifizierung auf unterschiedliche Weise mit ihren besonderen Qualitäten unterstützen, zum Beispiel beim Gang in die Mensa oder beim Besuch von Veranstaltungen. Die Arbeit am Modulhandbuch hat begonnen, um die Lehrveranstaltungen vorzubereiten und mehr Wissen und Informationen anzueignen und zu sammeln. Genauer informieren kann man sich über das Projekt bei der Langen Nacht der Wissenschaften am 14. Juni 2019 am Falkenbrunnen. Hier wird ein selbstgestaltetes Poster des Projekts präsentiert.

Dr. Noa Ha in den Landesbeirat für Integration berufen

Um zukünftige Aufgaben im Bereich Integration nachhaltig begleiten zu können, hat sich am 9. Mai 2019 der „Landesbeirat für Integration“ beim Geschäftsbereich Gleichstellung und Integration im Sächsischen Staatsministerium für Soziales und Verbraucherschutz (SMS) konstituiert. Der Beirat ist eine Fortentwicklung des 2014 gegründeten Beirats für Migration und Integration und wurde von der zuständigen Staatsministerin Petra Köpping für die Dauer von zwei Jahren berufen. Bei den 26 Mitgliedern des Beirats handelt es sich um Vertreter*innen des Landes, der Kommunen, der Wissenschaft, der Freien Wohlfahrtspflege, der Gewerkschaften, der Kirchen und Religionsgemeinschaften, der migrantischen Selbstorganisation, der Wirtschaft und der Zivilgesellschaft. Für die Wissenschaft wurden von der TU Dresden folgende Mitglieder berufen:

• Prof. Dr. Hans Vorländer, Direktor des Mercator Forum Migration und Demokratie (MIDEM)

Festtag anlässlich 10 Jahren Kolibri am 10. Mai 2019

Das ZfI gratuliert herzlichst zum 10. Jubiläum dem Kinder- und Elternzentrum „Kolibri e.V.“! 

Das ZfI und „Kolibri e.v.“ kooperieren seit geraumer Zeit miteinander im Rahmen des Projektes „Interkulturelle Bildungslandschaften“. Der Verein wurde 2009 gegründet, um den Kindern einen Zugang zur Herkunftssprache und -kultur, v.a. russischsprachigen Kindern, einen interkulturellen und vielsprachigen Lernraum anbieten zu können. Ein vielseitiges Angebot, das kulturelle und sprachliche Bildung in einem vielsprachigen und interkulturellen Setting ansiedelt, erreicht wöchentlich über 600 Kinder in Dresden, die sich engagiert einbringen und schon seit vielen Jahren dem Zentrum die Treue halten. Das Kinder- und Elternzentrum hat sich mittlerweile zu einer wichtigen Institution in Dresden entwickelt und soll ab 2022 in der Villa Interkultur im Kraftwerk Mitte untergebracht sein. Zur Begrüßung der Feierlichkeiten sprachen am 10. Mai 2019 die 2. Bürgermeisterin und Beigeordnete für Kultur und Tourismus, Annekatrin Klepsch, der Amtsleiter des Jugendamtes, Claus Lippmann und Dr. Noa K. Ha vom ZfI. Letztere würdigte in ihren Begrüßungsworten die wichtige Rolle von migrantischen Selbstorganisationen (MSO) für die Partizipation von migrantischen Bürger*innen am städtischen Alltagsleben, die Vertretung ihrer Interessen und ihre politische Teilhabe, womit sie einen wichtigen Beitrag für eine demokratische und vielfältige Stadtkultur leisteten.

Treffen des Netzwerks Integration Migration Sachsen im Sächsischen Landtag

Auf Einladung des Sächsischen Ausländerbeauftragten Geert Mackenrodt traf sich am 15. Mai 2019 zum siebten Mal das Netzwerk Integration Migration Sachsen im Sächsischen Landtag, das sich aus Vertreter*innen sozialer Einrichtungen, Trägern und Initiativen im Bereich der Migrations- und Integrationsarbeit in Sachsen zusammensetzt. Zunächst berichtete Petra Köpping, Sächsische Staatsministerin für Gleichstellung und Integration, über die aktuellen Aktivitäten und Anliegen ihres Geschäftsbereichs. Insbesondere den schnelleren Bildungszugang für geflüchtete Kinder in den Erstaufnahmeeinrichtungen gilt es in den kommenden Monaten zügig umzusetzen. Wie Thomas Rechentin aus dem Sächsischen Innenministerium (SMI) zum Thema Ausländerangelegenheiten ausführte, habe sich die Einrichtung des neuen ANKER-Zentrums in Dresden bewährt und zu einer Verkürzung der Verfahrenszeiten beigetragen. Das SMI begrüße zudem die anstehenden Gesetzesvorhaben des Bundes wie das geplante Fachkräfteeinwanderungsgesetz, das Gesetz über Duldung bei Ausbildung und Beschäftigung und das Gesetz zur besseren Durchsetzung der Ausreisepflicht. Anschließend stellte Prof. Dr. Hans Vorländer (TU Dresden) das aktuelle Jahresgutachten sowie das Integrationsbarometer des Sachverständigenrats deutscher Stiftungen für Integration und Migration vor. Anja Obermüller und Rebecca Renatus berichteten aus einer Studie zur Lage der Eingebürgerten in Sachsen, die im Auftrag des Sächsischen Ausländerbeauftragten durch das Institut für Kommunikationswissenschaften (TU Dresden) und das Dresdner Forschungsnetzwerk e.V. durchgeführt wurde. Zum Abschluss stellte Geert Mackenrodt Ergebnisse aus dem „Heim-TÜV, Teil 2“ zur Evaluation der Unterbringungssituation in sächsischen Gemeinschaftsunterkünften vor.

Rückblick: Kontroverse Erinnerungen – konkrete Orte am 15. Mai 2019

Im Rahmen der Trans Europe Halles Konferenz „pARTicipation“ fand eine Podiumsdiskussion von ZENTRALWERK und TU Dresden statt. Im Vorfeld der internationalen Konferenz diskutierte Yariv Lapid, Direktor des William Levine Family Institute for Holocaust Education am United States Holocaust Memorial Museum in Washington D.C., mit Wissenschaftler*innen der TU Dresden, Tim Buchen, Junior-Professor für Soziale und ökonomische Netzwerke der Deutschen im östlichen Europa im 19./20. Jahrhundert an der TU Dresden und Noa K. Ha, Leiterin des Zentrums für Integrationsstudien der TU Dresden und moderiert von Tino Schlinzig, Institut für Soziologie. Im Fokus der Diskussion stand das Verhältnis von Erinnerungskultur und konkreten Erinnerungsorten. Ausgangspunkt waren die Beobachtungen, dass im Zuge gesellschaftlicher Diversifizierung Erinnerung zunehmend zum Experimentierfeld eines demokratischen Dialogs und Geschichte zum Gegenstand gemeinsamer Aushandlung wird. Unterschiedliche Perspektiven und Narrative können sich daher an einem Ort verbinden, begegnen oder gegenseitig ausschließen. Entlang von Beispielen aus dem deutschen, europäischen und US-amerikanischen Kontext wurden verschiedene konkrete Orte in ihrer Relevanz für nationale Geschichtsschreibung vorgestellt, diskutiert und zueinander in Beziehung gesetzt.

Noa Ha am Institut für Länderkunde (IFL) Leipzig: “Urban societies of migration across Europe”

Am 16. Mai 2019 fand am Institut für Länderkunde Leipzig der internationale Workshop “Urban societies of migration across Europe“ statt. Wissenschaftler*innen aus Großbritannien, Ungarn, Bulgarien und (Ost-)Deutschland diskutierten Konflikte und Aushandlungen in städtischen Gesellschaften, in denen Migration einen Ausgangspunkt bildete. Diese Diskussion wurde um die Frage nach der Differenzierung zwischen Ost- und Westdeutschland vertieft, um die derzeitigen Bedingungen städtischer Migrationsgesellschaften zu analysieren. Dr. Noa K. Ha war zu einem einführenden Input eingeladen, um das Verhältnis von postkolonialer und postmigrantischer Theorie auszuleuchten und in Bezug zu einer differenzierten Analyse von Ost- und Westdeutschland zu setzen. Diskussion zur „Integration in den Arbeitsmarkt“

Am 28. Mai 2019 fand die Auftaktveranstaltung „Integration in den Arbeitsmarkt“ des Nationalen Aktionsplans Integration (NAP-1) im Bundeskanzleramt in Berlin statt. Der Aktionsplan, der durch die Beauftragte für Migration, Flüchtlinge und Integration der Bundesregierung koordiniert wird, zielt auf alle Zuwanderergruppen an – Schutzsuchende, EU-Zuwanderer, Fachkräfte und diejenigen, die schon lange in Deutschland leben – und erarbeitet Handlungsfelder und konkrete Maßnahmen der Integrationssteuerung unter Einbeziehung der Länder, Kommunen, nichtstaatlicher Akteure und Migrantenorganisationen. Im Rahmen der Auftaktveranstaltung „Integration in den Arbeitsmarkt“ luden Hubertus Heil, Bundesminister für Arbeit und Soziales, und Annette Widmann-Mauz, Staatsministerin und Integrationsbeauftragte der Bundesregierung, zu einer Informationsveranstaltung und einem Expertenhearing ein. Im Rahmen von sechs Workshops diskutierten Vertreter*innen aus der Integrationspraxis Themen wie Fachkräfteeinwanderung, berufliche Aufwärtsmobilität, Integrationsmanagement von Fachkräften und Familienangehörigen, Ausbildungsförderung und arbeitsmarktbezogene Informationsmedien. Das Zentrum für Integrationsstudien war an der Veranstaltung vertreten.

ZfI Beiratsmitglied Dr. Patrice Poutrus stellt sein neues Buch in Dresden vor

Das frisch erschienene Buch „Umkämpftes Asyl. Vom Nachkriegsdeutschland bis in die Gegenwart“ von Dr. Patrice Poutrus, Universität Erfurt, wird am 27. Juni 2019 um 18:00 Uhr im Stadtmuseum Dresden, Museumscafé, vorgestellt. Das Hannah-Arendt-Institut lädt auf seiner Website zur Buchvorstellung und zum Gespräch mit dem Autor ein. Dr. Patrice Poutrus ordnet in seinem Buch die Entwicklung des Asylrechts seit der Nachkriegszeit in beiden deutschen Staaten bis in die Gegenwart des wiedervereinigten Deutschlands historisch ein und betrachtet insbesondere die Grundgesetzänderung von 1993. Er zeigt auf, dass die Konflikte um Asyl und Flucht stets auch mit grundlegenden Fragen der politisch-moralischen Orientierung der deutschen Gesellschaft einhergingen und als solche anhalten.

Eine Buchvorstellung wurde bereits in der ARD-Sendung ttt ausgestrahlt, die auf YouTube zu finden ist.

Veranstaltungsreihe „Courage: Wissen, Sehen, Handeln!“ 2019

Von April bis Oktober 2019 findet erneut die Veranstaltungsreihe „Courage: Wissen, Sehen, Handeln“, organisiert vom Zentrum für Integrationsstudien, statt. Workshops, Vorträge und Kulturveranstaltungen wollen Menschen für Rassismus, Diskriminierung und Ausgrenzung sensibilisieren. Auf der ZfI-Website finden sich Informationen zu den einzelnen Veranstaltungen, wesentlichen Inhalten, Orten und Zeiten. Dieses Jahr ist die Ringvorlesung „Inklusive Schule in der Migrationsgesellschaft – Handelnde Teilhabe für alle, aber wie?“, welche das ZfI in Kooperation mit der LAG PokuBi Sachsen e.V. organisiert, Teil der Courage-Veranstaltungen.

Das ZfI bei der Langen Nacht der Wissenschaften 2019

Am 14. Juni 2019 findet zwischen 18:00 und 1:00 Uhr wieder einmal die beliebte Dresdner Lange Nacht der Wissenschaften statt. Das Zentrum für Integrationsstudien ist auch wieder dabei und bietet interessante Veranstaltungen und Aktivitäten an. So wird von 20:00-20:30 Uhr zunächst einmal Noa Ha vom ZfI einen Vortrag zum Thema „Sächsische Migrationsgesellschaft neu denken“ halten. Dabei wird es um die in Deutschland existierenden Migrationsnarrative und die Frage gehen, warum Migration eine gesamtgesellschaftliche Antwort für die Zukunft braucht. Neben diesem und anderen Vorträgen werden Besucher*innen die Möglichkeit haben, ihr Wissen über Deutschland beim Einbürgerungstest zu testen und später natürlich auch mit dem ZfI darüber ins Gespräch zu kommen. Diese Veranstaltungen finden in der Chemnitzer Str. 46A in 01187 Dresden statt. Es wird zwei Pavillons geben, von denen einer für die Vorträge und der andere für weitere Angebote wie den Einbürgerungstest genutzt wird. Nachwuchskolloquium des Zentrums für Integrationsstudien

Am 14. und 21. Juni 2019 veranstaltet das Zentrum für Integrationsstudien sein interdisziplinäres Nachwuchskolloquium des aktuellen Sommersemesters, in dessen Rahmen insgesamt acht Doktorand*innen bzw. Postdoktorand*innen ihre Forschungsprojekte aus dem weiten Spektrum der Integrationsstudien zur Diskussion stellen. Präsentiert werden aktuelle Arbeiten u.a. aus der Soziologie, der Humangeografie und den Erziehungswissenschaften. Die Teilnehmer*innen werden gebeten, auf die unterschiedlichen Veranstaltungsorte am 14. Juni (in den Räumlichkeiten des SFB 1285/FAL 261) und 21.6. (Seminargebäude 1/SE 1-206) zu achten.

Das ZfI sucht eine studentische Hilfskraft

Zum nächstmöglichen Zeitpunkt wird am Zentrum für Integrationsstudien eine studentische Hilfskraft gesucht. Die Aufgaben umfassen insbesondere die Organisation wissenschaftlicher Veranstaltungen und Tätigkeiten im Bereich der Öffentlichkeitsarbeit. Gastwissenschaftlerin aus Japan forscht zu Integration und kommunaler Teilhabe in Dresden

Die Stadt Dresden zieht internationales Forschungsinteresse an, weil sich hier die spannungsreichen Prozesse von Integration und Desintegration wie in einem Reallabor untersuchen lassen. Aus diesem Interesse heraus wird die japanische Soziologin Dr. Naoko Okamoto der Nihon Universität, Tokyo, für ein Jahr am Zentrum für Integrationsstudien der TU Dresden forschen. Sie will die Entwicklungen, Konzepte und Maßnahmen im Feld kommunaler Integrationspolitik und zivilgesellschaftlicher Initiativen untersuchen und einordnen. Die Wissenschaftlerin, die selbst mehrere Jahre als Forschungsbeauftragte für Ausländerangelegenheiten der Stadt Kawasaki gearbeitet hat, interessiert sich vor allem für die Förder- und Hindernisbedingungen, die für ein friedliches Zusammenleben zwischen Einheimischen und Migrant*innen relevant sind sowie für die Zusammenhänge demographischer, politischer, wirtschaftlicher und gesellschaftlicher Faktoren in diesem Prozess. Das Zentrum für Integrationsstudien bietet ihr als Institution eines reziproken Forschungs-Praxis-Transfers ideale Voraussetzungen für die wissenschaftliche Unterstützung des Forschungsvorhabens: Eine interdisziplinäre Forschungseinrichtung des Bereichs Geistes- und Sozialwissenschaften, die seit 2016 einschlägige Projekte im Themenfeld Integration durchführt, die sowohl mit innovativen Vermittlungsformaten Dialoge zwischen Wissenschaft, Politik und Praxis initiieren als auch Grundlagenforschung im Themenfeld der Integration leisten.

Dresden Fellow: Prof. Dr. Fatima El-Tayeb am ZfI

Wir freuen uns, im frühen Sommer Prof. Dr. Fatima El-Tayeb am ZfI begrüßen zu dürfen, die bis Ende Oktober 2019 als Gastwissenschaftlerin forschen wird. Seit 2004 ist die Schwarze Deutsche Historikerin Professorin für Literatur und Ethnic Studies an der University of California, San Diego. Sie arbeitet interdisziplinär zu afro-diasporischen, postkolonialen und rassismuskritischen Fragestellungen im europäischen Kontext, mit Fokus auf Widerstandstrategien rassifizierter Communitys, insbesondere solche, die eine intersektionale, queere Kunstpraxis mobilisieren. 2001 erschien ihr erstes Buch: Schwarze Deutsche. Der Diskurs um ›Rasse‹ und nationale Identität 1890-1933, Campus. Weitere Buchveröffentlichungen: European Others. Queering Ethnicity in Postnational Europe, University of Minnesota Press 2011 (deutsch als Anders Europäisch. Rassismus, Identität und Widerstand im vereinten Europa, Unrast 2015) und Undeutsch. Die Konstruktion des Anderen in der postmigrantischen Gesellschaft, Transcript 2016. Als promovierte Historikerin mit einer Dissertation zu deutscher Kolonialpolitik und nationaler Identität verfügt sie über ausgezeichnete Kenntnisse der deutschen und europäischen Kolonialgeschichte und als kulturwissenschaftliche Professorin setzt sie sich mit den aktuellen Debatten und gesellschaftlichen Aushandlungen europäischer Gesellschaften im Kontext von Migration, Diaspora und Flucht auseinander. Ihre Projekte wurden unter anderem von der Volkswagenstiftung, der Alexander von Humboldt Stiftung und der Mellon Foundation gefördert. Mit ihren Texten, Büchern und Vorträgen liefert sie wichtige Beiträge zum Verständnis der postkolonialen Bedingungen im deutschen und europäischen Kontext. Neben ihrer akademischen Arbeit ist sie in antirassistischen, migrantischen und queer of color Zusammenhängen aktiv. Während des Aufenthaltes wird sie zu Fragen der migrationspolitischen und postkolonialen Dimensionen einer nationalen Erinnerungskultur forschen, die eine heterogene Gesellschaft nur bedingt inkludiert, und vor der Herausforderung steht, Diversität, plurale Narration und heterogene Repräsentation im Kontext europäischer postkolonialer Debatten zu beantworten. Zusammen mit Dr. Noa Ha wird sie einen gemeinsamen Workshop durchführen, ihr Buch „Undeutsch“ in Dresden vorstellen und sich in die Aktivitäten des Zentrums für Integrationsstudien einbringen.

Dear colleagues and friends of the Centre for Integration Studies,

With the latest results of the European election in mind, we once again send you our current newsletter today, in which we report on the last months and give an overview of future events and projects.

The European election has shown especially one thing for Germany – how different the voting behaviour is in the East and West of Germany, and how the different realities of life, the experiences of transformation and the biographical breaches are reflected here. Especially in this year: 30 years after the reunification. The interpretations of this process are ambiguous, and they reach from ‘Colonisation’ as discussed on a conference in Dresden in April to ‘Being not yet integrated’ as minister Petra Köpping states in her book as well as Naika Fouroutan, Deutsches Zentrum für Integrations- und Migrationsforschung (German Centre for Integration and Migration Research), does in her research on East migrant analogies. However, these interpretations do have one thing in common: the changes were profound in East Germany, and they bespeak moments of disintegration. This debate shows especially the subject of the term integration very clearly, and it does not seem to belong only to the new and old migrants anymore but is claimed by and for East Germans, too. However, the fundamental question is if we agree on one concept of integration in Germany. The Jewish author Max Czollek, for example, firmly demands in his book to disintegrate oneself and to stand up for a society of a radical diversity in Germany – an exciting discussion that we had with him in the Kulturpalast during the Internationale Wochen gegen Rassismus (International weeks against racism).

Before we now greet summer, I want to sincerely invite you to our general meeting and summer party on Thursday, 4^th July 2019. We are looking forward to end this first half-year together with you.

Final Workshop of the project “Kunst und Kultur in der polarisierten Stadt” (“Art and culture in the polarised city”) (KupoS)

On 22^nd May 2019, representatives of institutions for culture and arts in Dresden and its surroundings were invited to the final workshop of the KupoS project. The project was carried out at the ZfI from 1^st June 2018 until 31^st May 2019 under the leadership of Prof Heike Greschke. It evaluated the role and the (changing) self-image of cultural institutions, as well as the limits of social positionings and their effects on the social cohesion within the society of Dresden. Based on the question, which resonances PEGIDA created in the Dresden landscape of culture and arts, the project examined the operating modes and logics of polarisation as engines and markers of social transformations. Another question was, to what extent institutions for culture and arts are able to and responsible for the mediation between antagonistic positions.
The KupoS-Team presented four theses about polarisation and the role of arts and culture, which were developed based on the results of the projects, and which were to be discussed by actors of the local landscape of culture and arts. The workshop’s aim was to open up a perspective on the institutional artistic and cultural (mediation) practice, which shows abstract and general structures and processes. In doing so, the results of the project were not presented as better but as reflected knowledge. The deliberately provocative theses “Polarisation is worthwhile”, “Polarisation motivates”, “Polarisation politicises and polarises”, and “Polarisation unifies through separation” were presented and explained by the project members Leandro Raszkewicz, Viktoria Rösch, Lukas Schmitz, and Moutaz Zafer. After this, the about 30 participants had the possibility to discuss these theses. The results were presented and discussed together. This discussion was documented by Anja Maria Eisen via graphic recording.
This visual protocol conveys a good impression of this emotional discussion. There was disagreement concerning the question, for whom and in which respect polarisation is worthwhile, or to what extent the short-term economic success in attention because of publicly resolved controversies, or the clear positioning could also harm the organiser in the medium term. The participants agreed in the assumption that the mission of mediation of arts and culture includes the creation of possibilities to acquire and practice tolerance for ambivalence. Furthermore, the theses allowed it to think about new forms of mediation, which are able to alleviate dynamics of polarisation by drawing attention to differences and inconsistencies within alleged poles, and by placing topics, which emphasise partial commonalities between positions that are perceived as antagonistic and thus can create possibilities for cooperation.

Inclusive school in the migrant society – Acting participation, but how?

In cooperation with the Landesarbeitsgemeinschaft politisch-kulturelle Bildung e.V. (pokubi e.V.) and further cooperation partners, the ZfI organises seven lectures and four practical workshops in the context of the event series in the current summer term “Inklusive Schule in der Migrationsgesellschaft – Handelnde Teilhabe für alle, aber wie?” (“Inclusive school in the migrant society – Acting participation, but how?”). Until now, four interesting lectures – each consisting of a lecture and a following comment –, as well as three practical workshops have already taken place. The lecturers, commentators, and participants tried to answer the question of acting participation with the help of the topics “knowledge”, “illusions of inclusion”, “tolerance for ambivalence”, as well as “racism in the school system”, and this is quite successful: Because of the high number of participants, the lecture series had to be relocated and takes place now in the auditorium centre of the TU Dresden, in room HSZ/003/H. Additionally, interested persons can view the lectures as a webinar. The ZfI is looking forward to the further exchange about inclusive schools in the migrant society and sincerely invites you to (further) shape this exchange together! You can find information and the programme on the website of the lecture series.

The next lecture will already take place tonight (5^th June). From 6:30pm on, Prof İnci Dirim (University of Vienna) will talk about “Multilingualism and the promotion of German as Bargaining Chips in the Migration Policy”. Uta Reichel (Competence centre for language education Dresden) will comment on the lecture.

Inaugural meeting of the advisory board of the Centre for Integration Studies in March

For the first time, the advisory board of the Centre for Integration Studies assembled for an inaugural meeting on 8^th March 2019. The executive board of the Centre for Integration Studies presented concepts and future strategies to the advisory board, which were then discussed together. All participants assessed the exchange and the interdisciplinary discussion as highly rewarding, an exchange that should be developed further. Thus, two of the members of the advisory board, İnci Dirim and Paul Mecheril, contribute to the lecture series “Inclusive school in the migrant society – Acting participation, but how?” (summer term 2019) with two lectures. The results of the discussion with the advisory board will be presented to the ZfI general meeting on 4^th July 2019. Inauguration of the Internationalen Wochen gegen Rassismus in Dresden  

On 11^th March 2019, the Internationalen Wochen gegen Rassismus (International Weeks against Racism) were opened in the city hall of the state capital Dresden. The opening lecture was given by the historian and member of the ZfI advisory board Patrice Potrus. It especially dealt with racism in the former GDR and the time after the reunification, and explained how racism in socialism was repressed as something “that cannot be, that must not be” on the one hand while on the other hand being structurally deeply embedded in the context of the handling of the contract workers. The Internationalen Wochen gegen Rassismus are a nationwide campaign for solidarity with victims and opponents of racism. Until 6^th April 2019, about 100 events such as lectures, discussions and workshops took place all over Dresden, which were organised by different civic and urban institutions.

The ZfI at the annual conference of the Mercator Institute for Literacy and Language Education

“It all depends on pedagogical specialists and teachers – professionalization for language education” – this was this year’s topic of the annual conference of the Mercator Institute, which took place on 25^th and 26^th March 2019 at the University of Cologne. Here, the ZfI also presented its current research: In the context of a poster tour and a feedback round on qualitative research methods in the language education, Dr Carolin Eckardt, research assistant at the Centre for Integration Studies in the field of the educational sciences, presented her research project on “Orientations of teachers in the handling of language diversity in the vocational education”. Different event formats offered the participants of the conference the possibility to deal with theory and practice of the language education (from the elementary sector to the educational school), ranging from the formulation of tasks as an element of a school development that is sensitive to language, and the diagnosis of learning routes in the context of the example of reading literacy to questions dealing with the change of educational organisations in a multilingual society. The Keynotes were given by Prof Jürgen Baumert from the Max Planck Institute for Human Development in Berlin, and Prof Rosemarie Tracy from the University of Mannheim.

“Connected in Chemnitz” – The ZfI at the 46^th annual meeting of the FaDaF e.V.    

The 46^th annual meeting for German as a foreign and as a second language (DaF/DaZ) according to the motto “Connected in Chemnitz” took place from 28^th-30^th March 2019 at the TU Chemnitz. The programme included four thematic focuses, two practice forums and different plenary talks on current questions and challenges of the research on foreign and second languages. An extensive range of publishers, exhibitors, and practitioners completed the annual meeting (you can find information about the programme here). In the context of the event, the professional association for German as a foreign and as a second language (FaDaF e.V.) passed a resolution concerning the outline for the Immigration Act for specialists, which is currently negotiated in the German Bundestag. You can find this resolution here. Following the tradition of past annual meetings, a graduate conference was also offered this year on 27^th March 2019. Here, it is possible for junior researchers from the field of DaF and DaZ to discuss current degree theses and dissertation projects, and to build up a network. On the part of the ZfI, Ann-Kathrin Kobelt participated in this format. With a poster presentation on “Positions between languages of language and integration mediators (SprInt)”, she presented her dissertation project. We want to thank the organisers of the annual meeting for this chance for exchange and networking: Prof Winfried Thielmann, and the colleagues of the chair for DaF and DaZ of the TU Chemnitz, as well as the FaDaF e.V.

A trip to the pulse of the USA. Noa Ha at the University of Virginia (UVa), Charlottesville

In the context of the Visiting Fellow Programme “MEMORY AND DEMOCRACY – Transatlantic Conversations in Charlottesville”, Noa Ha was invited by the Heinrich-Böll-Stiftung Washington to a one-week stay in April 2019 in Charlottesville. In close cooperation with professors of the UVa and with four other guests from Germany, she taught about politics of memory and democracy. Furthermore, she participated in a varied programme on the campus, a campus tour, a movie night, and she visited the Jefferson School – African American Heritage Centre. In the colloquium of Prof Michael Lee, professor for landscape architecture, Noa Ha talked about politics of public space in the context of street trading. Together with Prof Kwama Edwin Otu, professor at the Institute of African-American and African Studies, she taught about postcolonial and decolonial geographies, and together with Prof Zvi Gilboa, Department of Middle Eastern & South Asian Languages & Cultures, about migration and identity. “Desintegriert euch!” – Reading with Max Czollek

“Desintegriert euch!” („Disintegrate!“) – with this call in his current book, Max Czollek fights against the idea of assimilation of many integration concepts dominating politics and public. He exposes the German majority society’s expectations of “those who need to integrate” as strategies for the preservation of current power relations. Czollek’s idea of society is characterised by the practice of radical diversity because the integrative main narrative for national affiliation is the German national identity, which integrates only those playing their roles. The diverse life plans and hybrid biographies already defining the country are excluded. The discussion of integration as an instrument of power was an ideal subject for discussion in the context of the Internationalen Wochen gegen Rassismus, in which the reading took place on 3^rd April 2019. It was organised by the Centre for Integration Studies, the Dresden Municipal Libraries, and HATiKVA e.V. In the event hall, which was filled to capacity, the numerous visitors lively discussed with the author after the reading. Conference “Kolonie Ost?” on 3^rd and 4^th April 2019

On 3^rd and 4^th April 2019, a conference of the Dresdner Institut für Kulturstudien e.V. called “Kolonie Ost?” dealt with the economic, social and cultural “aspects of ‘colonisation’ in East Germany since 1990”. The contributions reached from analyses of the system change as a process of an ‘internal colonisation’ by Prof Michael Hoffmann (Dresden/Jena), and parallels of the outside and self-perception as attributed stereotypes and experiences of devaluation of East Germans and Muslims (Prof Naika Foroutan, Berlin) to the narrative of ‘colonisation’ as critique of capitalism of the political left in the context of the Treuhandanstalt (Dr Marcus Böick, Bochum). The subject of the conference, inter alia, the so-called “Bilderstreit” in Dresden (Dr Paul Kaiser, Dresden) hit the difficulty to analyse the structural transformation of the East German states and accompanying experiences of marginalisation as colonisation, because no relevant scientists of the Postcolonial Studies were invited, and the colonialism of the GDR, and contemporary conditions in connection with racism and discrimination were not addressed. A hint during the conference by Noa K. Ha concerning these facts was picked up by the following media (only available in German):

Citizen Science at the TU Dresden  

Citizen Science was the topic of a workshop on 16^th April 2019 that was organised by the Project Scouts of the TU Dresden, Berit Edlich and Jenny Pick. The workshop’s aim was an exchange on potentials and the practice of citizen sciences, as well as the presentation of projects in the context of the TU Dresden, in which citizens and scientists work together in order to observe, measure and collect data on, or analyse social problems. For example, citizens participate in the portal “Saxorum” – a forum of the SLUB dealing with the Saxon history –, or they digitally pass on weather data to the project “SmartRain” of the Chair of Geoinformatics (TU Dresden). The Centre for Integration Studies has also experiences in this field. In the context of its reciprocal concept of research-practice-transfer, the centre consistently includes questions from the practice and develops formats at the interface of science and practice.

News from QuaBiS – specialists for education – it finally started!

On 6^th May 2019, the project specialists for education started with the qualification at the TU Dresden after a delay of three months. Until now, there have been many problems with offices and forms. All colleagues get on well with each other; some of them already knew each other so it was a nice surprise when they met again at the first day. Some colleagues still miss their old work because everyday life here is quite different and sometimes friends are missing. However, some colleagues are happy that they do not work in the workshop any more. The first lecture was already visited, the specialists for education are closely integrated in the learning and research workshop and they are now looking forward to the first meeting with their Buddies. Buddies are students of the TU Dresden. They support the specialists for education in their process of qualification in different ways with their special qualities. For example, they go to the canteen or visit events with the specialists for education. The work for the module manual has started in order to prepare the lectures and to acquire and collect knowledge and information. At the Dresden Science Night on 14^th June 2019 at the Falkenbrunnen, it is possible to inform yourself about the project. A poster of the project will be presented there.

Dr Noa Ha appointed for the Landesbeirat für Integration

In order to support future tasks in the field of integration effectively, the “Landesbeirat für Integration” belonging to the division for equality and integration of the Saxon State Ministry of Social Affairs and Consumer Protection (SMS) was constituted on 9^th May 2019. The advisory board is a development of the advisory board for migration and integration, which was founded in 2014, and it was appointed by the responsible secretary of state, Petra Köpping, for two years. The 26 members of the advisory board consist of representatives of the states, the municipalities, science, the welfare work, the trade unions, the churches and religious communities, the migrant self-organisations, the economy, and the civil society. Representing science, the following members of the TU Dresden were appointed:

Feast day on the occasion of 10 years of Kolibri on 10^th May 2019

The ZfI expresses its congratulations to the Kinder- und Elternzentrum “Kolibri e.V.” on its 10^th anniversary!

The ZfI and “Kolibri e.V.” are cooperating since some time in the context of the project “Interkulturelle Bildungslandschaften” (“Intercultural educational landscapes”). The association was founded in 2009, in order to offer the children an access to their original language and culture, especially Russian-speaking children, and an intercultural and multilingual learning space. The versatile offer for cultural and linguistic education in a multilingual and intercultural setting reaches over 600 children from Dresden per week, who participate actively and keep faith with the centre since several years. The centre for children and parents has become an important institution in Dresden by now, and it will move to the Villa Interkultur in the Kraftwerk Mitte in 2022. In order to open the celebrations on 10^th May 2019, the 2^nd mayor and alderwoman for culture and tourism, Annekatrin Klepsch, the head of the youth welfare office, Claus Lippmann, and Dr Noa K. Ha from the ZfI gave a talk. The latter appreciated the important role of migrant self-organisations (MSO) for the participation of migrants in urban everyday-life, for the representation of the migrants’ interests, and for their political participation. Thus, they highly contribute to a democratic and diverse culture of the city.

Meeting of the network integration migration Saxony in the Saxon Landtag

The network integration migration Saxony, which consists of representatives of social institutions, sponsors, and initiatives in the field of the migration and integration work in Saxony, was invited to the Saxon Landtag on 15^th Mai 2019 by the Saxon commissioner for foreigners Geert Mackenrodt for the seventh time. At first, Petra Köpping, State Minister for the Department of Equal Opportunities and Integration, reported on current activities and concerns of her division. One of the first concerns is the fast implementation of a faster access of fled children in the initial reception centres to education within the next months. Thomas Rechentin from the Saxon ministry of the interior (SMI) reported in the context of the topic of foreigners’ affairs that the establishment of the new ANKER-centre in Dresden proved itself, and that it has contributed to a reduction of time needed for procedures. Furthermore, the SMI approves the pending legislative proposals of the federal government, such as the Immigration Act for specialists, the act for toleration during apprenticeship and employment, and the act for the better assertion of the obligation for return. After that, Prof Hans Vorländer (TU Dresden) presented the current annual expert report, as well as the integration barometer of The Expert Council of German Foundations on Integration and Migration. Anja Obermüller and Rebecca Renatus reported on a study on the situation of naturalised immigrants in Saxony, which was carried out on behalf of the Saxon commissioner for foreigners by the Institute of Media and Communication (TU Dresden) and the Dresden Research Network e.V. Finally, Geert Mackenrodt presented results from the “Heim-TÜV, part 2”, which evaluates the accommodation situation in Saxon shared accommodations.

Review: Controversial memories – concrete places on 15^th May 2019

In the context of the Trans Europe Halles conference “pARTicipation”, a penal discussion organised by the ZENTRALWERK and the TU Dresden took place. In the run-up to the international conference, Yariv Lapid, director of the William Levine Family Institute for Holocaust Education at the United States Holocaust Memorial Museum in Washington D.C., discussed with scientists from the TU Dresden, namely Tim Buchen, junior professor for Social and Economic Networks of Germans in Eastern Europe in the 19^th and 20^th Centuries, and Noa K. Ha, head of the Centre for Integration Studies. Tino Schlinzig, Institute of Sociology, moderated the discussion. The discussion focussed on the relationship between the culture of memory and concrete places of memory. The observations that memory increasingly becomes a testing ground for a democratic dialogue in the course of social diversification, and that history becomes a subject of collective negotiation, were the starting points for the discussion. Thus, different perspectives and narratives can be connected, met and excluded in one place. Following examples from the German, European, and US American context, different and concrete locations were presented, discussed and related to each other with regard to their relevance for national historiography.

Noa Ha at the Institut für Länderkunde (IFL) Leipzig: “Urban societies of migration across Europe”

The international workshop “Urban societies of migration across Europe” took place on 16^th May 2019 at the Institut für Länderkunde Leipzig (Institute for Regional Geography Leipzig). Scientists from Great Britain, Hungary, Bulgaria, and (East) Germany discussed conflicts and negotiations in urban societies, in which migration was a starting point. This discussion was deepened by the question of differentiation between East and West Germany, in order to analyse the current conditions of urban migrant societies. Dr Noa K. Ha was invited for an introductory input, in order to illuminate the relationship between the postcolonial and post-migrant theory, and to see this in relation to a differentiated analysis of East and West Germany. Discussion on “Integration in the labour market”

The launch event “Integration in the labour market” of the Nationaler Aktionsplan Integration (NAP-1) (National Action Plan Integration) took place on 28^th May 2019 in the Chancellor’s Office in Berlin. The action plan that is coordinated by the commissioner for migration, refugees, and integration of the federal government is aimed at all groups of migrants – those in need of protection, EU migrants, specialists, and those living in Germany already for a long time –, and it develops areas of activity and concrete actions to manage integration taking into account the federal states, municipalities, non-state actors and migrant organisations. In the context of the launch event “Integration in the Labour market”, Hubertus Heil, Federal Minister of Labour and Social Affairs, and Annette Widmann-Mauz, minister of state and Commissioner for Integration of the federal government, invited to an information event and an expert hearing. In the context of six workshops, representatives from the practice of integration discussed subjects such as the immigration of specialists, professional upward mobility, management of the integration of specialists and family members, educational grant and information media concerning the labour market. The Centre for Integration Studies was present at the event.

ZfI advisory board member Dr Patrice Poutrus presents his new book in Dresden

Dr Patrice Poutrus from the University of Erfurt will present his recently published book “Umkämpftes Asyl. Vom Nachkriegsdeutschland bis in die Gegenwart” (“Contested Asylum. From Post-War Germany to Present“) on 27^th June 2019 at 6:00pm in the Stadtmuseum Dresden in the café of the museum. The Hannah-Arendt-Institute invites on its website to the presentation of the book and to a talk with the author. In his book, Dr Patrice Poutrus classifies the development of the right of asylum since the post-war period in both German states until the present of the reunified Germany historically, and he especially looks at the constitutional change of 1993. He shows that conflicts about asylum and flight were and still are always accompanied by basic questions concerning the political and moral orientation of the German society.

Event series “Courage: Know, See, Act!” in 2019

The event series “Courage: Know, See, Act” that is organised by the Centre for Integration Studies takes place again from April to October 2019. Workshops, lectures and cultural events want to raise the people’s awareness of racism, discrimination and exclusion. On the website of the ZfI, you can inform yourself about the individual events, about main contents, locations, and concrete dates. This year, the lecture series “Inklusive Schule in der Migrationsgesellschaft” (“Inclusive school in the migrant society”) with exciting lectures and practical workshops, which is organised in cooperation with LAG PokuBi Sachsen e.V., is part of the events of “Courage”.

The ZfI at the Dresden Science Night 2019

On 14^th June 2019, the popular Dresden Science Night will again take place between 6:00pm and 1:00am, and again, the Centre for Integration Studies will offer interesting events and activities. Firstly, Noa Ha from the ZfI will give a lecture on “Sächsische Migrationsgesellschaft neu denken” (“Rethinking Saxon migration society”) from 8:00-8:30pm. This lecture will deal with the existing narratives on migration in Germany, and it will try to answer the question why it will need a macrosocial approach on migration in the future. In addition to this and other lectures, visitors will have the possibility to test their knowledge about Germany while taking the naturalisation test. Of course, it will be also possible to talk about it afterwards. Those offers of the ZfI can be found at Chemnitzer Straße 46A, 01187 Dresden. There will be two pavilions, one of which is used for the lectures, the other one for activities like the naturalisation test. The ZfI is looking forward to an exciting and interesting evening. Young researchers’ colloquium of the Centre for Integration Studies

The Centre for Integration Studies’ interdisciplinary young researchers’ colloquium of the current summer term will take place on 14^th and 21^st June 2019. In this context, eight doctoral students and postdocs will present and discuss their research projects from the wide range of the integration studies. They will present current works from, inter alia, sociology, human geography, and the educational sciences. The participants are asked to pay attention to the different event locations on 14^th June (in the rooms of the SFB 1285/FAL 261) and 21^st June (Seminargebäude 1/SE 1-206).

The ZfI general meeting and summer party will take place on 4^th July 2019. The general meeting between 3:00 and 6:00pm includes a workshop of ideas. Visiting scholar from Japan researches on integration and municipal participation in Dresden

The city of Dresden attracts international scientists because here, the exciting processes of integration and disintegration can be examined as in a real laboratory. This is exactly what the Japanese sociologist Dr Naoko Okamoto from the University of Nihon, Tokyo, is interested in, and it is the reason why she will research at the Centre for Integration Studies of the TU Dresden for one year. She wants to examine and file the developments, concepts, and interventions of the municipal integration policy and civic initiatives. The scientist, who herself worked as senior research fellow for foreigners’ affairs in the city of Kawasaki for several years, is especially interested in the conditions that support and inhibit a peaceful coexistence of locals and migrants, as well as in the correlations between demographic, political, economic, and social factors in this process. The Centre for Integration Studies with its reciprocal research-practice-transfer offers her ideal conditions for the support of her research project: The centre is an interdisciplinary research institute of the School of Humanities and Social Sciences, which carries out relevant projects in the field of integration since 2016 that initiate dialogues between science, politics and practice with their innovative mediation formats, and provide basic research in the field of integration.

Dresden Fellow: Prof Fatima El-Tayeb at the ZfI

We are pleased to welcome Prof Fatima El-Tayeb at the ZfI in early summer who will research here until October 2019 as guest scientist. Since 2004, the Black German historian is professor for literature and Ethnic Studies at the University of California, San Diego. She works interdisciplinary on afro-diasporic, postcolonial, and anti-racist questions in the European context while focussing on strategies of resistance of racialized communities, especially those that mobilise an intersectional, queer art practice. Her first book was published in 2001: “Schwarze Deutsche. Der Diskurs um ›Rasse‹ und nationale Identität 1890-1933” (“Black Germans. The discourse about ›race‹ and national identity 1890-1933”), Campus. Further publications: “European Others. Queering Ethnicity in Postnational Europe”, University of Minnesota Press 2011, and “Undeutsch. Die Konstruktion des Anderen in der postmigrantischen Gesellschaft“ (“Not German. The construction of the other in post-migrant society”), Transcript 2016. As graduated historian with a dissertation on German colonial policy and national identity, she has excellent knowledge about the German and European colonial history. As professor of the cultural studies, she furthermore deals with current debates and social negotiations of European societies in the context of migration, diaspora and flight. Her projects were funded, inter alia, by the Volkswagen Foundation, the Alexander von Humboldt Foundation, and the Mellon Foundation. Her texts, books, and lectures are important contributions to the understanding of the postcolonial conditions in the German and European context. Besides her academic work, she is active in anti-racist, migrant, and queer of colour contexts. During her stay, she will research on dimensions of migration policy and post colonialism of a national culture of memory, which includes a heterogeneous society only partially, and which faces the challenge to answer diversity, plural narration and heterogeneous representation in the context of European postcolonial debates. Together with Dr Noa Ha, she will organise a workshop, present her book “Undeutsch” (“Not German”), and she will participate in the activities of the Centre for Integration Studies.
