The SpartanMC cross-toolchain is developed for GNU/Linux operation systems. The binaries on this site were build on CentOS 6 (32 bit) and Fedora 20 (64 bit), Ubuntu 12 (64 bit) and an Arch-Linux (64 bit). This will make them compatible with most RedHat or Debian based GNU/Linux distributions. Hopefully, the binaries will also work on other distributions.
